국문 초록

본 연구의 목적은 UNESCO와 OECD가 제시한 국경을 넘는 고등교육 질 보장 가이드라인(Guideline for Quality Provision in Cross-border Higher Education)을 바탕으로 인증기준을 비교·분석함으로써 개선방안을 제시하는 것이다. 이를 위해 대학의 질에 대한 문헌분석을 통해 정의를 살펴보고, 한국대학평가원 대학기관평가인증과 미국 중부 고등교육위원회(Middle States Commission on High Education) 및남부대학 협회(Southern Association of Colleges and Schools Commission on Colleges)의 인증 영역 및 세부 기준을 비교·분석하였다. 체계적으로 검토·분석한 결과, 현 대학기관평가인증의 인증기준은대학의 질을 측정하는 데 효과성에 대한 측정 요인이 미흡한 것으로 나타났다. 이에 따라, 본 연구에서는 향후 인증기준에 기관 효과성 및 학생 학습 결과 평가에 대한 개선을 평가할 수 있는 인증기준 설계가 필요하다고 본다. 본 연구 결과가 정부와 대학 차원에서 국제적 통용성을 제고하고, 대학의 질 개선을 유도할 수 있는 인증기준 마련에 활용될 수 있을 것이라 기대한다.

영문 초록

This study aims to compare and analyze accreditation standards based on the 「Guideline for Quality Provision in Cross-border Higher Education」proposed by UNESCO and OECD and suggest improvement measures. For this purpose, we examined the definition of university quality through literature analysis. We compared and analyzed the accreditation areas and detailed criteria of the Middle States Commission on Higher Education and the Southern Association of Colleges and Schools Commission on Colleges in the United States. As a result of the systematic review and analysis, the current accreditation standards of university institutional assessment certification lacked measurement factors for effectiveness in measuring university quality. Therefore, this study recommends that future accreditation criteria evaluate improvements in institutional effectiveness and student learning outcome assessment. Governments and universities can utilize the results of this study in the design of accreditation standards that can enhance international applicability and induce university quality improvement.
