법정 문화도시 사업의 지속가능성 고찰

국문 초록

성공적인 문화도시로 자리매김하고 있는 도시들을 살펴보면 지속가능성을 확보하려는 노력을 볼 수 있다. 그러나 국내 법정 문화도시의 경우, 지속가능성에 대한 고려는 대체로 미진하다는 평가다. 이에 본연구는 문화도시로서 성공적이라고 평가받는 프랑스 릴과 영국 리버풀 사례를 고찰함으로써 한국의 법정 문화도시의 지속가능성을 제고하는 데 기여하고자 하였다. 연구 결과는 다음과 같다. 첫째, 사업 목표에 대한 일관성과 원활한 업무 수행을 위해 문화관광, 국제협력, 도시재생 부문을 통합한 독립적인전담 기구가 필요하다. 둘째, 공공부문과 민간부문의 유기적인 민관협력을 위해 다양한 분야의 이해관계자들과 파트너십을 맺을 필요가 있다. 셋째, 민간 기업의 투자 유치를 촉진하기 위한 세제 혜택이나법적인 지원 제도가 수립되어야 한다.

영문 초록

If we look at cities that have established themselves as successful cultural cities, we can see efforts to secure sustainability. However, in the case of Legal Cultural Cities within South Korea, it is evaluated that the consideration of sustainability is generally insufficient. Therefore, this study aims to contribute to enhancing the sustainability of Legal Cultural Cities in Korea by examining the cases of Lille, France, and Liverpool, UK, which have been recognized as successful cultural cities. The research findings are as follows: First, an independent dedicated organization that integrates cultural tourism, international cooperation, and urban regeneration is needed to ensure consistency and smooth performance of the project's goals. Second, it is necessary to form partnerships with stakeholders in various fields for organic public-private cooperation between the public and private sectors. Third, tax benefits or legal support systems should be established to promote private companies' investment attraction.
