국내 외국인근로자(E-9) 대상 휴먼서비스 효과성 연구

국문 초록

본고의 목적은 국내 외국인근로자 대상 휴먼서비스의 필요성과 효과성에 대하여 논의하는 것이다. 국내체류 중인 외국인근로자의 체류자격은 E-9과 H-2이다. 이 중 E-9을 조사 대상으로 한다. 외국인 국내유입에 따른 여러 사회적인 현상을 매개로, 부처별 유관한 서비스가 융합되어 효율성을 극대화 하는 것이 필요하다. 이에 휴먼서비스 통합모형을 제안한다. 연구방법은 설문조사 분석으로 한다. 휴먼서비스이용 전 외국인근로자의 기대감과 휴먼서비스 이용 후 외국인근로자의 만족도를 해당국가 통역원을 대동하여 대면조사 하였다. 대상은 71명이며, 서비스 이용 전 35명, 서비스 이용 후 36명이다. 그 결과인간의 존엄성과 외국인근로자의 삶의 질 향상을 통한 불법체류 근절을 위하여 통합된 행정서비스 제공이 필요하다는 결론이 도출되었다. 뿐만 아니라, 공공복지, 보건, 고용, 교육 등의 복지서비스까지 중요하게 부각되어, 휴먼서비스 통합모형이 확대 발전되어야 한다는 제언을 한다. 설문은 3년~5년 주기로꾸준하게 조사하여 향후 비교분석 연구를 위한 자료로 축적하고자 한다.

영문 초록

The purpose of this paper is to understand the necessity and effectiveness of human services for foreign workers in Korea. The residence qualifications of foreign workers staying in Korea are E-9 and H-2. Of these, E-9 is the subject of investigation. It is necessary to maximize efficiency by converging related services by ministries through various social phenomena caused by the inflow of foreigners into Korea. Accordingly, we propose a human service integration model. The research method is based on the survey analysis. The expectations of foreign workers before using the human service and the satisfaction of foreign workers after using the human service were surveyed face-to-face with an interpreter from the relevant country. The target is 71 people, 35 before using the service and 36 after using the service. As a result, it was concluded that it was necessary to provide integrated administrative services to eradicate the illegal residence rate by improving human dignity and the quality of life of foreign workers. In addition, welfare services such as public welfare, health, employment, and education are importantly highlighted, suggesting that the integrated human service model should be expanded and developed. The survey will be continuously surveyed every three to five years and accumulated as data for future comparative analysis studies.
