국문 초록

본 연구는 평생교육 활성화를 위한 전담공무원 제도 제안연구이다. 지방자치 분권 시대에 평생교육 활성화는 지방자치단체 평생교육의 필요성에 대한 기초자료를 제공하고, 공공기관에 대한 평생교육의 법적·제도적 현황을 통해 향후 평생교육 전담공무원 직렬화 관련 연구 방향과 시사점을 제안하는 데 있다. 연구목적을 달성하기 위해 교육부에서 2019년 6월에 발행된 2018 평생교육백서를 중심으로 공공기관 연구보고서와 기타 기초자료로 정리하였다. 연구결과는 「평생교육법」과 「평생교육법 시행령」에 따라 중앙정부와 지방자치단체의 평생교육사 역할과 직무를 수행하기 위해서는 필수적으로 평생교육사를 갖춘 평생교육 전담공무원의 직렬화가 요구되어야 한다. 복잡하고 다양한 21세기 현대 사회문제 해결을 위한 읍·면·동 단위 지역주민의 밀착형 교육이 활성화되고 지역주민을 위한 포용 사회를 만들기 위해서는 양적 팽창도 중요하지만 충분한 인적자원과 직무에 따른 전문적인 역량이 필수적이며 정책 및 제도개선이 필요하다.

영문 초록

This study proposes a dedicated civil service system for vitalizing lifelong education. In the era of local autonomy, vitalization of lifelong education provides basic data on the necessity of lifelong education for local governments and suggests future research directions and implications for serialization of dedicated public officials through the legal and institutional status of lifelong education for public institutions. There is. In order to achieve the research purpose, the Ministry of Education has compiled a report of public institutions and other basic data based on the 2018 Lifelong Education White Paper issued in June 2019. According to the Lifelong Education Act and the Enforcement Decree of the Lifelong Education Act, in order to perform the roles and duties of lifelong educators of the central government and local governments, serialization of dedicated lifelong education officials with lifelong education teachers is required. Although quantitative expansion is important in order to promote the close education of the local people in towns, villages and towns in order to solve complex and diverse modern social problems in the 21st century, and to create an inclusive society for local residents, it is important to have sufficient human resources and professional competence according to the job. This is essential and policy and institutional improvements are needed.
