이러닝 훈련의 현황과 과제: 원격훈련 지원제도를 중심으로

국문 초록

인터넷 이용이 보편화되면서 이러닝에 대한 수요도 증가하고 있다. 이러닝은 직업훈련 분야에서도 면대면 훈련을 대체하거나 보완할 수 있는 대안이 되고 있으며 많은 기업체에서는 근로자 훈련에 이러닝을 도입하고 있다. 정부에서도 이러닝 훈련(e-training) 활성화를 위하여 인정요건을 갖춘 이러닝 훈련과정을 수료한 훈련생의 훈련비를 지원해주는 원격훈련 지원제도를 운영해왔다. 정부의 원격훈련 지원제도는 이러닝 훈련을 활성화하는데 중요한 역할을 해왔으나 최근 이러닝 트렌드의 변화로 인하여 이러닝 훈련의 질적 제고에 대한 우려와 요구도 점차 커지고 있다. 본 연구에서는 국내 이러닝 훈련의 현황을 원격훈련 지원제도를 중심으로 분석하고자 하였다. 원격훈련 지원제도는 고용보험법, 근로자 직업능력개발법, 그리고 사업주 직업능력개발훈련 지원규정 등에 법적 근거를 두고 있다. 훈련생이 훈련비 지원을 받기 위해 훈련기관은 사전 심사를 거쳐 적합한 이러닝 훈련과정으로 판정을 받은 과정을 운영해야한다. 훈련과정 심사 제도는 이러닝 훈련과정이 적정 품질을 유지할 수 있도록 관리하기 위한 제도이지만 주로 최소기준을 제시하는데 그쳐 고품질의 이러닝 훈련과정 운영을 기대하기는 쉽지 않다. 특히 마이크로러닝이나 게이미피케이션, 적시(just-in-time)훈련과 같은 이러닝 훈련의 최신 트렌드와 훈련생의 원격훈련에 대한 요구가 심사의 내용과 기준에 충분히 반영되고 있지는 않다고 분석되었다. 이러닝 훈련 심사의 개선을 위해서는 심사의 내용과 기준에 기업현장의 훈련요구를 보다 충실히 수용하고, 심사의 다면성, 유연성, 객관성을 확보할 필요가 있다.

영문 초록

As internet use is prevalent, demands for e-learning increase as well. E-learning is considered as a substitute or supplement of face-to-face training in the field of vocational training and many organizations and companies use e-training for their employee training. Korean government has been running the e-training support system which supports employees training tuition when they complete certified e-training programs. Korean e-training support system has been playing an important role as an e-training facilitator. However, concerns and demands for quality improvement of e-training have been growing as the trends of e-learning have changed recently. This study intended to analyze current issues regarding Korean e-training focusing on the e-training support system. e-training support system is legally based on employment insurance law, employee job skill development law, and employer job skill development training support law. It is necessary for any accredited e-training organization who wants to get training subsidy from government to run e-learning training courses which are certified in advance. Therefore, the quality of e-training course is controlled by the e-training course certification system. Considering the assessment criteria of e-training program accreditation, however, it is hard to expect quality e-training because it mostly requires minimum standards which do not fully reflect such recent trends of e-learning as micro-learning, gamification, just-in-time training and trainees needs of e-training. Based on these analyses, it is recommended to improve the e-training accreditation system by reflecting training needs of industry and enriching multi-dimensionality, flexibility, and objectivity of the assessment.
