대구 상업지역의 토지이용 특성과 관리 방안

국문 초록

본 연구는 대구시 상업지역의 형성과정 및 토지이용특성을 이해함으로써, 앞으로 이러한 상업지역을 어떻게 관리할 것인지에 대한 방향을 설정하고자 하였다. 분석 결과는 다음과 같다. 첫째, 1960년대에 상업기능 증진을 목적으로 간선도로변에 대규모로 선형의 상업지역을 지정하였지만, 차량통행이 많아진 현재는 노선상업지역이 제 기능을 못하고 있다. 둘째, 1990년대 이후 도시기본계획의 공간구조체계를 반영하여 상업지역이 세분화되는 과정에서 업조닝은 있었지만 다운조닝은 실행되지 못하였으며, 이 때문에 도시기본계획에서 공간구조체계와 용도지역계획에서의 상업지역 위계가 불일치하게 되었다. 셋째, 상업지역의 허용용적률과 실제 개발용적률의 차이가 크게 나타나고 있어 현재 용도지역만으로는 상업지역의 밀도를 효과적으로 관리하기가 불가능하다. 넷째, 동일한 위계의 상업지역이라 하더라도 지역에 따라 토지이용 특성이 상이하게 나타나고 있으며, 이는 현행 용도지역제도가 지역의 특성을 반영하지 못하는 한계를 보여주는 것이다.

영문 초록

The purpose of this study is to understand the formation process and the land use characteristics of Daegu s commercial zone. And it is aimed to set a direction for how to manage such commercial zone in the future. The results of the analysis are as follows. 1) In the 1960s, a large-scale commercial zone was designated along the main street for the purpose of promoting commercial functions. But the linear commercial zone is not functioning properly because the traffic has increased. 2) Since the 1990s, there has been up-zoning in the process of subdividing the commercial zone to reflect the spatial structure of the city master plan, but any down-zoning has not been implemented. For this reason, the spatial structure system and the commercial area hierarchy became inconsistent. 3) It is impossible to effectively manage the density of the commercial zone with the present zoning system because the difference between the allowable volume ratio and the actual development volume ratio is large. 4) Even in the commercial zones of the same hierarchy, land use characteristics are different depending on the region, which shows that the current zoning system does not reflect the characteristics of the area.
