국문 초록

이 연구는 지역에서 민관협력 기반의 사회적 가치 관련 공적 사무의 실효적 추진을 위하여 요구되는조례의 핵심 내용을 제시하는 것을 목적으로 한다. 이를 위해 협력적 거버넌스와 중간지원조직 등 관련이론과 선행연구 검토 등을 통하여 이론적 근거를 도출하였고, 이를 토대로 조례에 반영할 필요성이 있는 핵심 내용을 조례의 규범적 체계와 실효성 체계로 구분하여 제시하였다. 연구 결과, 조례의 규범적체계에는 ‘민관협력 기반의 관련 위원회’ 및 ‘중간지원조직’에 대한 정의, ‘상향식 추진’ 등을 명시할 필요성이 있다. 실효적 체계에는 ‘폭넓은 관련 주체의 참여 보장’, ‘상향식 추진 절차와 방법’, ‘관련 전담부서의 설치’,‘ 행정 부서 간 협업시스템의 구축’, ‘민관 공동의사결정 체계의 권한 확대’, ‘민관 공동위원장제의 도입’, ‘중간지원조직의 고유 역할 보장’, ‘지역 정책 등과의 긴밀한 연계’ 등을 명시할 필요성이 있다.

영문 초록

This study aims to present the essential components of the ordinance required for the effective promotion of public affairs related to social values based through public-private partnerships in local areas. The theoretical foundations for this were established by reviewing cooperative governance, intermediary support organizations, relevant theories, and previous studies. Based on this, key contents requiring reflection in the ordinance were presented by distinguishing them into the normative system and the effectiveness system of the ordinance. As a result of the study, it is clear that the normative framework of the ordinance should define terms such as ‘Relevant committees based on public-private partnership’s, and ‘Intermediate support organizations’, and ‘Bottom -up promotion’. In the effective framework, it is necessary to specify ‘Ensuring the participation of a wide range of relevant main agent’, ‘Defining the process and method of bottom-up promotion’, ‘Establishing a dedicated department’, ‘Creating a collaborative system within the administration’, ‘Expanding the authority of the joint public-private decision-making system’, ‘Introducing a joint public-private chairperson system’, ‘Ensuring the unique role of intermediate support organizations’, and ‘Coordinating closely with administrative policy planning’.
