국문 초록

본 연구는 육군의 통섭형 인재육성의 목표에 따른 효과적인 직무순환제도 개선방안을 도출하고자 수행되었다. 본 연구의 목적 달성을 위해 직급별 총 9명의 영관급 장교를 전문가 집단으로 선정하여 현재 육군 직무순환제도의 문제점과 개선 방향에 대해 질문하고, 이에 대한 의견을 분석하였다. 초점집단면접을 통해 도출된 연구 주요 결과는 다음과 같다. 첫째, 육군 내 직무순환제도의 의무적 도입이 필요하고 둘째, 진급과의 연계와 동시에 병과별 특성이 고려되어야 한다. 셋째, 직무순환 도입시 사전교육이 필요하며 직능을 없앤 효과적인 지표관리가 필요하다. 넷째, 효과적인 직무순환 시기는 대위까지가 적절하다. 마지막으로 직무순환 후 효율적인 제대배치가 고려되어야 하고, 정책의 성공적 안착을 위해 충분한 숙려기간이 필요하다. 이와 같은 연구결과를 바탕으로 본 연구는 육군의 다기능적 인재 전략의 틀을 마련하는데 기초자료로써 중요한 역할을 할 것으로 기대된다.

영문 초록

This study was aimed to derive effective measures to improve the job rotation system in the Army. In order to achieve the purpose of this study, a total of nine conscripted officers by position were selected as experts to question the problems of the current Army job rotation system and the suggestions for improvement. The main results of the study derived through the focus group interview technique are as follows. First, it is necessary to introduce a mandatory job rotation system. Second, the characteristics of each department should be considered at the same time as the connection with promotion. Third, prior education is required. Fourth, the effective time of job rotation is appropriate up to the captain. Finally, efficient discharge placement should be considered after job rotation, and a sufficient consideration period is required for the successful settlement of the policy. Based on the results, this study is expected to play an important role as basic data in preparing Army's multifunctional talent strategy.
