국문 초록

본 연구는 한국에 설립되고 있는 해양치유센터의 발전방향에 대하여 독일과의 비교를 통해 의견을 제시하는 것을 목적으로 하고 있다. 연구대상은 한국에서 최초로 개장을 앞두고 있는 ‘완도해양치유센터’와 독일의 ‘그랄-뮤리츠 제하일바드 쿠어오르트’이며, 제반시설, 해양치유자원, 운영방식, 프로그램, 관련정책 등 5개 분야를 비교하였다. 연구결과, 완도해양치유센터는 체험 형 관광 상품의 형태로 발전하고 있기 때문에 장기적으로 발전하기에는 한계가 있으며, 그랄-뮤리츠는 건강보험이 적용되는 치료기관과 건강 휴양지의 역할을 함께 담당하고 있기 때문에 200여 년 동안 유지될 수 있었다. 해양치유센터가 체험 형 관광 상품에서 벗어나 국민건강증진에 실질적으로 기여하기 위해서는 쿠어오르트제도를 참고하여 관련정책을 점검하고 건강보험 등재를 최우선 목표로 다시 전략을 수립해야 할 필요가 있다.

영문 초록

The purpose of this study is to provide insights into the development direction of marine healing centers being established in Korea through a comparison with Germany, specifically focusing on the “Wando Marine Healing Center,” which is about to open for the first time in Korea, and Germany's “Graal-Müritz Seeheilbad Kurort.” The study compared five areas, including facilities, marine healing resources, operational methods, programs, and related policies. The research findings indicate that the Wando Marine Healing Center, which is currently evolving as an experiential tourism product, has limitations in achieving long-term development. In contrast, Graal-Müritz has been able to sustain itself for over 200 years by serving as a therapeutic institution that incorporates health insurance and functions as a health resort. In order for marine healing centers in Korea to make substantial contributions to public health promotion beyond being merely experiential tourism products, it is necessary to refer to the Kurort system, review related policies, and prioritize the inclusion of health insurance as a primary goal while formulating new strategies.
