국문 초록

본 연구는 전국 24개 문화도시의 사업 추진전략을 바탕으로 지역발전에 영향을 미치는 요인 및 중요도 분석을 통해 지역발전 전략을 제시하였다. 문화도시는 각 지역의 문화적 특성을 반영한 사업추진을 위해 주민 의견 수렴 등 다양한 과정을 거치는데, 지역의 경험 부족, 전문성 부족 등으로 인해 전략을 수립하는데 한계가있고 이러한 이유로 인해 지역발전으로 연결되지 못하고 있는 곳이 대부분이다. 이에 지역발전에 영향을 미치는 문화도시 추진전략 294개를 수집하였고, 빈도 분석을 통해 의미가 동일하거나 유사하다고 판단되는 요인을 통합하여 네 가지 전략, 20개 영향요인으로 정리하였다. AHP계층분석법을 통해 상대적 중요도를 분석한 결과 ‘문화기반 구축’ 전략과 ‘지역내부 역량강화’ 전략 등이 높은 가중치를 보였고, 영향요인으로서 ‘지역문화데이터베이스 구축’과 ‘행정관계자 인식개선’, ‘지속가능 조직체계 구축’ 등의 순으로 종합가중치가 높게나타났다. 본 연구를 통해 도출된 요인이 문화를 활용한 지역발전 계획 구상 및 추진에 도움을 줄 것이며, 지역발전으로 연결되기까지 여러 요인이 복합적으로 영향을 미치는 경우가 많음에도 불구하고 전국 문화도시추진사업 사례를 바탕으로 분석을 시도했다는 점에서 의미가 있다고 하겠다.

영문 초록

This study presented a regional development strategy through analysis of factors and importance affecting regional development based on the business implementation strategies of 24 cultural cities across the country. Cultural cities go through a variety of processes, including collecting opinions from residents, to promote projects that reflect the cultural characteristics of each region. However, there are limitations in establishing strategies due to lack of local experience and expertise, and for this reason, they are unable to lead to regional development. In most places it is. Accordingly, 294 cultural city promotion strategies that affect regional development were collected, and through frequency analysis, factors judged to have the same or similar meaning were integrated and organized into four strategies and 20 influencing factors. As a result of analyzing the relative importance through the AHP hierarchical analysis method, the 'building a cultural foundation' strategy and the 'strengthening regional capacity' strategy showed high weight, and as influential factors, 'building a local cultural database', 'improving the awareness of administrative officials', and ' The overall weight was found to be high in the order of ‘building a sustainable organizational system’. The factors derived through this study will help in devising and promoting regional development plans utilizing culture, and although many factors often have a complex effect before leading to regional development, examples of cultural city promotion projects across the country It can be said to be meaningful in that an analysis was attempted based on.
