국문 초록

거버넌스는 뿌리 깊은 국가 주도적 국책사업의 실행이 갖는 문제를 기반으로, 행정과 민간체계와 협력을 통해 민주적의사결정구조를 형성, 사업의 추진을 도모하는 데 목적을 둔다. 그러나 표면상에 담긴 거버넌스의 합리적 지향에 반해, 실제 사례에서는 거버넌스의 내부적 결함이 다발적으로 나타난다. 우선 거버넌스는 기존 국책사업에 내재된 행정의 문제들을 해결하기 위해 시작되었지만 거버넌스의 실행은 여전히 행정 주도적 특성을 보이며, 기존에 비해 고도화된 방식의통치성을 드러낸다. 이를 통해 거버넌스는 지속적인 민간체계의 타자화를 유도하며, 민관을 포괄하는 여러 주체들의 복잡한 이해관계를 수면 위로 등장하게 한다. 그리고 민간체계를 내부적으로 분화시킨다. 실제 이루어지는 거버넌스는 협치라는 개념에 미치지 못하며, 관의 입장에서는 다시 행정 주도로 회귀하는 경향을 보인다. 그리고 민간체계는 파편화, 도구화되는 형태를 보인다. 이 논문은 행정 주도로 민간체계를 호출하여 구축한 거버넌스가 ‘강제된 연대’라는 특성에 기인해 드러나는 이상과 실제의 괴리를, 구체적인 사례를 통해 제시한다. 특히 2000년대 중반부터 떠오르는 도시재생사업에 있어 거버넌스를 통해행정과 민간체계의 협치를 강조하고 있는데, 도시재생사업 실행 지역에서 거버넌스가 협치를 보여주는지, 그렇지 않다면어떠한 방식으로 작동하는지 살피고자 한다. 거버넌스는 민주적, 합리적인 사업의 실행구조를 마련하는 것처럼 보이지만행정 중심으로 민간체계와 연대를 강제하여 여전히 편협한 방식으로 정책적 실천을 도모한다. 더불어 다양한 입장과 이해관계를 가진 주민들을 단일한 협의체로 설정, 이에 따른 연대를 강제하면서, 정책적 차원의 여러 문제들을 지역사회로환원시킨다. 따라서 실제로 작동하는 거버넌스는 협치보다 강제된 연대의 경향이 두드러지며, 이를 극복하기 위해 발전적이고 실천적인 협치로 재편이 요구된다.

영문 초록

Governance has the purpose of solving business promotion problems, focusing on the management and administrative processes and, at the same time, trying to communicate effectively with the residents while running business efficiently. However, in some cases governance reveals many internal problems. Above all, governance started with the intention to solve administrative problems, but its processes are just centered in the administration itself. Furthermore, the endless administrative processes make its residents feel like an external entity (“otherness” feeling) for the government, creating conflicts and highlighting the complex relationship with the citizens. Summarizing, governance is centralized in its connection to the administration rather than to the residents, making them feel separated or used by governance. In this frame citizens feel like becoming means. Taking this into account, this article will try to explain that there is a “forced“ or “mandatory solidarity” created by the governance, and how it affects it citizens, since it tries to attract the residents to the center of the administration in an unnatural way. Moreover, this article will analyze in detail the differences between the ideal governance and the real one. Since the 2000s, the cited administrative problems have been spotlighted inside of the urban regeneration projects, emphasizing the desired harmony of administration and residents. Nevertheless, we will try to spot the problems within these projects and how the administration is carrying them by forcing the so-called “mandatory solidarity”, taking into account possible alternatives. Government should create a democratic and rational business structure, but the forced solidarity manifests that the new politics have a good intention, but they are still implemented in a narrow-minded way by the city administration. By drawing the residents to the center of the administration in such a forced way, it shifts the governance problems to the local communities, fragmenting them in the process by groups with different points of view.
