사립유치원 규모에 따른 K-에듀파인 세입 세출 분석 및 정책적 시사점

국문 초록

본 연구의 목적은 서울시 관내 사립유치원의 규모와 세입 세출 회계 간의 관계를 분석하여 정책적 시사점을 제공하는 것이다. 연구목적을 위해 서울특별시의 모든 사립유치원에서 작성하여 공시하고 있는 2020학년도 세입 세출회계자료를 수집하여 분석하였다. ‘유치원 규모’와 세입에 해당하는 ‘보조금과 지원금’, ‘수익자 부담금’과의 관계를 분석하고, ‘유치원 규모’와 세출에 해당하는 ‘인건비’, ‘교육활동비’ 간의 관계를 분석하였다. 분석결과 유치원 규모가 커질수록 유아 1인당 ‘보조금 및 지원금’은 감소하고, 유아 1인당 ‘수익자 부담금’은 증가하는 경향이 있는 것으로 나타났다. 아울러 유치원 규모가 커질수록 유아 1인당 ‘인건비’는 감소하고 유아 1인당 ‘교육활동비’는 높아지는 경향이 발견되었다. 이러한 결과는 인건비 항목에서 규모의 경제가 발생하는 것을 시사한다. 소규모 유치원의 1인당 ‘보조금 및 지원금’이 더 많은 것은 서울시교육청의 지원효과로 보인다. 이러한 연구결과를 바탕으로 표준유아교육비 수준의 정상화 필요성, 교육청과 지방자치단체에서 유치원에 추가로 지원하는 지원금의 적정성 검토, 유아교육과 돌봄의 질을 보장할 수 있는 수익자 부담금의 형평성 문제를 시사점으로 제시하였다.

영문 초록

The purpose of this study is to provide policy implications by analyzing the relationship between the size of private kindergartens in Seoul and the accounting for revenue and expenditure. For the purpose of this study, we collected and analyzed the fiscal year 2020 revenue and expenditure accounting data prepared and published by all private kindergartens in Seoul. The relationship between ‘kindergarten size’ and ‘subsidies and subsidies’ and ‘parent’s expenses’ corresponding to revenue was analyzed, and the relationship between ‘kindergarten size’ and ‘labor cost’ and ‘educational activity expenses’ corresponding to appropriations was analyzed. As a result of the analysis, it was found that as the size of the kindergarten increases, the ‘subsidy and subsidy’ per child tends to decrease, and the ‘parent’s cost’ per child tends to increase. In addition, as the size of the kindergarten increases, the ‘labor cost’ per child decreases, the ‘education activity cost’ per child tends to increase. These results suggest that economies of scale occur in labor costs. Based on these research results, the necessity of normalizing the level of standard early childhood education expenses, review of the appropriateness of additional subsidies provided by the Office of Education and local governments for kindergarten, and the issue of equity in ‘parent expenses’ that can guarantee the quality of early childhood education and care presented as a starting point.
