한의학교육프로그램 평가에 CIPP 교육과정 평가 모형 적용 가능성 탐구: 한국한의학교육평가원 평가인증 편람을 바탕으로

국문 초록

목적 본 연구에서는 한국한의학교육평가원 평가인증 편람기준(KAS2022)에 CIPP 모형을 적용하여 평가안을 개발하고자 하였다. 또한, 이 평가안을 실제 한의과대학 교육프로그램 평가에 적용할 때 드러나는 한계점과 가능성을 탐색하는 것을 목적으로 하였다. 연구문제는 ‘첫째, KAS2022와 CIPP 모형을 적용한 평가안을 연계할 때, 반영해야 할 필수 평가기준은 무엇인가?’, ‘둘째, KAS2022 및 CIPP 모형을 연계한 평가안의 한계점과 보완 사항은 무엇인가?’, ‘셋째, 전산시스템 상에서 KAS2022 및 CIPP 모형을 연계한 평가안으로 한의과대학 교육프로그램을 평가하고자 할 때, 어떠한 보완사항이 필요한가’로 설정하였다. 방법 첫 번째 연구문제를 해결하기 위하여 CIPP 모형에 대한 개관, 한의과대학 교육프로그램 평가 관련 선행연구 분석, CIPP 모형 적용 의과대학 교육프로그램 평가 관련 선행연구를 분석하면서 본 평가안에 반영할 평가기준들을 수집하였다. 두 번째 연구문제를 해결하기 위하여 KAS2022에 CIPP 모형을 적용한 평가안 초안을 개발한 후, 한의학전공 교수 2인과 의학전공 교수 1인이 검토하였다. 이후 평가안 최종안과 선행연구 8편에서 제시한 평가기준을 비교하면서 한계점을 살펴보았다. 세 번째 연구문제를 해결하기 위하여 실제 S대학에서 개발한 교육과정 평가용 전산시스템 운영항목과 본 연구에서 개발한 평가안을 대조하였다. 결과 본 연구에서는 교육프로그램과 관련하여 계획한 제도나 사안, 활동 등에 대해 중간 점검과 최종 점검까지 수행하여 교육프로그램 평가가 형식에 그치지 않고 실효성을 담보할 수 있도록 평가기준들을 개발하였다. 또한, KAS2022에서는 제시하지 않더라도 실제 한의과대학 교육프로그램 업무 수행 경험상, 증빙을 위하여 필요한 자료 역시 평가안의 실효성과 편이성을 높이기 위하여 수록하였다. 한편, 평가안 대조를 통해 S대 교육과정 평가 전용 전산프로그램의 개선사항을 분석한 결과, 첫째, 투입평가로서 ‘프로그램 개선 체제 구축 계획’ 메뉴, 둘째, 과정평가로서 컨설팅위원의 컨설팅 결과 입력메뉴에 평가안의 상세한 평가기준 적용, 셋째, 산출평가로서 ‘교육프로그램 평가에 대한 메타 평가 메뉴’가 필요하였다. 결론 연구 결과를 바탕으로 본 연구에서는 후속연구로 첫째, 본 평가안을 실제로 한의과대학 교육프로그램 평가에 적용하고 시사점을 탐색하는 사례연구, 둘째, 본 연구에서 개발한 평가안에 대한 IPA(Importance-performance Analysis) 분석 연구, 셋째, 앞서 언급한 교육과정 평가 전용 전산프로그램의 보완을 위한 메뉴들을 추가할 때, 발생할 수 있는 기술적인 문제에 대한 연구를 제안하였다.

영문 초록

Objectives The purpose of this study is to develop an evaluation plan by applying the CIPP model to the KAS2022 and then explore the possibilities that emerge when applied to the actual evaluation of education programs. Methods To solve the first research question, we collected evaluation criteria by providing an overview of the CIPP model, analyzing previous research related to the evaluation of the Korean medicine college educational program, and analyzing previous research related to the evaluation of medicine college education program applying the CIPP model. To solve the second research question, a draft evaluation plan applying the CIPP model to KAS2022 was developed and reviewed by two professors of Korean medicine and one professor of medicine. Afterward, limitations were examined by comparing the final draft of the evaluation plan with the evaluation criteria presented in eight previous studies. To solve the third research question, the computerized system for curriculum evaluation developed by S University were compared with the evaluation plan developed in this study. Results In this study, even though it is not presented in KAS2022, intermediate and final inspections criteria were developed on the activities planned for the educational program, and evaluation standards were developed to ensure the effectiveness of the educational program evaluation rather than just formality. Meanwhile, as a result of analyzing the improvements in the computer program dedicated to S University's curriculum evaluation through comparison of evaluation plans. Conclusions Based on the research results, this study is a follow-up study: first, a case study to apply this evaluation plan to the evaluation of an Korean medicine college education program and explore implications, second, an IPA research of the evaluation plan developed in this study, third, proposed a study on technical problems that may arise when adding menus to supplement the computer program dedicated to curriculum evaluation.
