국내외 학교폭력 예방 우수사례 분석을 통한 학교폭력 예방교육 적용방안 연구

국문 초록

본 연구의 목적은 학교폭력 예방에 보다 근원적․효율적으로 접근할 수 있는 교육적․정책적 방안을 제안하는데 있다. 이를 위해 학교폭력에 영향을 미치는 학교환경 요인과 개인적 요인을 중심으로 요인별 학교폭력 예방교육 적용방안을 도출하였 다. 2015년 10월부터 2018년 12월에 걸쳐 학교폭력 예방에 탁월한 효과가 입증된 국내외 학교폭력 예방 우수사례들을 수집하고 면담을 실시하였다. 국내 우수사례 분석대상은 교육부 및 교육청의 학교폭력 예방 우수사례 모음집, 학교폭력예방 종합포 털 자료, 방송 및 유튜브 영상자료, 학교폭력예방 우수학교 교사 12명의 면담자료이다. 이를 통해 ‘어울림 프로그램, 예체능 활동, 인성교육, 학생자치활동, 또래중재 및 또래상담, 대안교실, 언어문화 개선, 특별교육, 가정 및 지역사회와의 연계, 캠페인’ 등 총 10개 활동영역을 도출하고 그 내용과 성과를 제시하였다. 외국 우수사례 분석은 학교폭력 예방 국제세미나 및 포럼 자료집, 교육정책 포럼, 외국 학교폭력 예방우수학교 및 프로그램 홈페이지, 방송 및 유튜브 영상자료, 국제포럼 및 세미나 발표 자 총 4명의 면담자료이다. 이를 통해 ‘KiVa Koulu, 행복수업, 학교스테이션, Olweus 프로그램, 인성․시민의식 교육 프로그램, Second Step’을 도출하고 그 내용과 성과를 제시하였다. 연구 결과 학교환경 요인별 적용방안으로는 학교스테이션 및 행복수업의 도입, 즐거운 학교환경 조성, 인성교육의 강화, 학교폭력에 대처하는 명확한 학교규칙 설정, 카운슬링 마인드의 생활지도와 민주적 학급 운영, 예체능의 활성화와 다양화, 지속적․체계적인 학교폭력 예방교육을 제안하였다. 개인적 요인으 로는 공격성, 적대감, 분노가 많은 학생, 좌절, 자포자기, 우울감, 불안이 높은 학생, 학교폭력 목격자 및 방관 학생으로 분류하여 그 적용방안을 제안하였다.

영문 초록

The purpose of this study is to propose educational and political measures that provide more fundamental and efficient access to the prevention of school violence. From October 2015 to December 2018, the commission collected and interviewed outstanding cases of prevention of school violence in Korea and abroad. Subject to the analysis of the outstanding cases in Korea are a collection of best practices against school violence by the Education Ministry and the education office, broadcasting and youtube video materials, and interview data of 12 teachers of good schools against school violence. Through these efforts, a total of 10 areas of activity including eulim program, arts and physical education, personality education, student self-governing activity, peer-to-peer counseling, alternative classroom, language culture improvement, special education, connections with families and communities, and campaigns were derived and their contents and achievements were presented. Analysis of foreign best practices is the interview data of a total of four presenters of international seminars and forums against school violence, educational policy forums, broadcasting and youtube video materials, international forums and seminars. Through this, KiVa Koulu, happiness class, school station, Olweus Program, Personality and Citizenship Education Program, Second Step were derived and its contents and achievements were presented. The study found that the application methods for each school environment factor proposed the introduction of school stations and happiness classes, creation of pleasant school environment, strengthening character education, establishing clear school rules to cope with school violence, living guidance of counseling minds and democratic class operation, revitalizing and diversifying entertainment programs, and continuous and systematic school violence prevention education. As a personal factor, the application was proposed by classifying students with a lot of aggression, hostility, anger, frustration, desperation, depression, anxiety, school violence witnesses, and bystanders.
