국문 초록

‘세계시민교육’은 국제사회의 문제를 해결하고, 인류가 추구해야 할 보편적인 가치를 실현하기 위해 학교교육이 어떠한 역할을 해야 하는가에 대한 응답이라고 할수 있다. 이 연구는 세계시민교육에 대한 국제사회의 담론에 비추어 우리나라 초등 학교 도덕 및 사회과 교육과정에 기술된 세계시민교육의 실태를 분석하고 향후 발전과제를 위한 시사점을 도출하려는 목적을 가지고 있다. 이를 위해 이 글은 우선 세계시민교육의 개념과 이를 둘러싼 담론이 등장하게 된 배경 및 발전 과정을 탐색하였 다. 또한 세계시민교육의 교육 목표와 주제에 관한 UNESCO의 최근 논의를 토대로 우리나라 국가 교육과정에 나타난 세계시민교육의 내용을 분석하였다. 구체적으로 ‘인지적 영역’, ‘사회-정서적 영역’, ‘행동 영역’이라는 틀에 비추어 초등학교 도덕 및 사회과 교육과정의 성취기준을 분석하였으며, 각 교과에 반영된 세계시민교육의 특징, 강점과 보완해야 할 점을 각 교과의 성격에 비추어 논의하였다. 이를 토대로, 이연구는 향후 국가 수준에서 세계시민교육과 관련된 교육정책을 입안하고 적용함에 있어 참고할 수 있는 시사점을 제시하였다.

영문 초록

‘Global Citizenship Education is a response to the request toward schooling in order to solve critical problems that a global community has recently faced such as poverty, mmigration, and environmental preservation. The purpose of the study is to analyze the current situation of global citizenship education described in the national curriculum documents of elementary moral education and social studies in South Korea and to draw implications for future direction in light of the transnational discourse on global citizenship education. The article first explored the concept of global citizenship education and its emergence and development for the last decades. In addition, the study analyzed the content of global citizenship education in the national curriculum documents based on the recent UNESCO discussions on the educational goals and topics of global citizenship education. Specifically, it examined a set of standards of elementary moral education and social studies curriculum according to the framework of ‘cognitive dimension’, ‘socio-emotional dimension’, and ‘behavioural dimension’, and discussed the features, strength and weakness of global citizenship education reflected in each subject matter. Finally, the article suggested some implications related to policy-making and implementation of global citizenship education at a national level in the future.
