국문 초록

본 연구는 올해 고교학점제 전면 도입을 앞둔 시점에서 경기도 A시 소재 12개 고등학교의 교육과정부 부장교사의 임파워먼트 경험의 공통된 특징과 의미 분석하고, 이를 통해 학교 조직의 권한 구조의 변화와 교사 리더십 발현의 의미를 현상학적으로 밝히고자 수행되었다. 개별 및 집단면담을 통해 수집된 질적자료의 분석을 통해, 고교학점제가 고교 현장에서 성공적으로 기능하려면 교육과정부 부장교사의 임파워먼트가 필수 조건임을 확인하였다. 구체적으로, 부장교사들은 관계적 임파워먼트와 동기적 임파워먼트 경험을 통해 자율, 책임, 신뢰의 가치에 근거한 교육과정 전문성과 의사결정 전문성을 갖추어 나갔으며, 이는 동료 교사들에게 동의 및 수용되면서 부장교사의 직위 권한이 리더십 권한으로 확장되었다. 특히, 본 연구에서 발견한 주요 현상은 교육과정부 부장교사들의 동기적 임파워먼트 경험은 과업 수행과 학교 조직의 권한 구조 변화에 긍정적인 영향을미쳤으며, 나아가 교사 리더십 발휘와 분산을 유도하였다는 점이다. 본 연구에서 드러난 현상은 고교학점제 등의 학교 정책의 성패가 결국 단위 학교에서 교육 정책을 실행하는 실질적 주체인 교사의 임파워먼트 및 리더십에 달려있다는 점을 시사한다고 할 것이다.

영문 초록

This study was conducted to analyze the common characteristics and meaning of the empowerment experiences of teachers who lead the curriculum department in 12 high schools in City A, Gyeonggi Province, ahead of the full introduction of the high school credit system this year, and to phenomenologically reveal the meaning of changes in the authority structure of school organizations and the expression of teacher leadership. Through the analysis of qualitative data collected through individual and group interviews, it was confirmed that the empowerment of the department leaders is a prerequisite for the successful functioning of the high school credit system in high schools. Specifically, the department leaders acquired curriculum expertise and decision-making expertise based on the values of autonomy, responsibility, and mutual trust through relational empowerment and motivational empowerment experiences, and this expanded their positional authority into leadership authority as it was agreed upon and accepted by fellow teachers. In particular, the main phenomenon discovered in this study is that the motivational empowerment experiences of the department leaders had a positive effect on the performance of tasks and the changes in the authority structure of their schools, and further induced the exercise and decentralization of teacher leadership. The phenomenon revealed in this study suggests that the success or failure of school policies such as the high school credit system ultimately depends on the empowerment and leadership of teachers, who are the acting subjects implementing educational policies at school sites.
