국문 초록

이 연구의 목적은 미래사회 대비 핵심역량 교육 실태와 평가 전략 및 지원 사례들을 살펴보고, 우리나라 초·중등학교 학생들의 핵심역량 교수학습 강화를 위한 교육평가 지원 정책의 방향을 제시하는 것이다. 미래 사회를 대비하기 위해서는 현재의 학교교육을 개혁해야 한다는 국제적인 공감대가 형성되었고, 국제기구와 정부 및 비정부 기관들은 이와 관련하여 핵심역량의 이론적 틀을 제시하고 학생들의 핵심역량 신장을 위한 다양한 연구·지원 활동들을 꾸준히 이어왔다. 그러나 국제조사 연구 결과에 따르면, 국가 교육체제 내에서 핵심역량의 체계적인 교육에 필요한 최소한의 요건들조차 제대로 갖추지 못한 국가들이 대부분이었다. 국가 교육체제 내에서 학생들의 핵심역량을 강화하기 위해서는 학생들의 핵심역량 발달 수준을 타당하게 평가할 수 있는 새로운 평가 도구와 전략을 개발하고, 핵심역량 평가 시행에 필요한 경제적·물리적·제도적 환경을 갖추어져야 한다. 이 연구에서는 국외 선행연구와 사례에서 핵심역량 교수학습 및 평가 전략들을 탐색하고, 우리나라 학생들의 핵심역량을 신장시킬 수 있는 교육체제의 토대를 마련하는 국가 수준의 교육평가 지원 정책들을 모색하였다. 또한 국가 수준 교육체제 내에서 핵심역량 교육을 위한 제도적 환경, 그리고 학교단위나 교실단위의 핵심역량 평가 시행에 필요한 경제적·물리적 환경과 관련된 교육지원 정책들을 제안하였다.

영문 초록

The purpose of this study is to review key competency education and assessment studies in preparation for the future society, and to suggest the direction of education policy to strengthen key competencies of elementary and secondary school students in Korea. An international consensus has been formed that the current school education should be reformed in order to prepare for the future society, and international organizations have presented a theoretical framework for key competencies in this regard and have continued various research and activities to enhance students key competencies. However, according to international research results, most countries did not even meet the minimum requirements for systematic education of key competencies within the national education system. In order to strengthen students key competencies within the national education system, new assessment methods should be developed that can measure the level of students key competencies, and the economic, physical and institutional environment necessary for assessing key competencies should be established. This study explored strategies of teaching and assessing key competencies from prior studies and cases, and sought educational policies for the foundation of an educational system that can enhance the key competencies of Korean students. The educational policies related to the institutional environment for key competencies education and the economic and physical environment necessary for assessing key competencies at classroom were proposed.
