심리상담기관 종사자가 인식하는 업무수행의 어려움과 개선방안 모색을 위한 델파이조사 연구

국문 초록

목적 본 연구는 상담기관에 종사하는 상담종사자가 인식하고 있는 업무수행에 대한 어려움을 파악하고 이에 대한 개선방안을 모색하는 것이다. 방법 경기도내 상담기관에 종사하고 3년 이상의 경력이 있는 상담사 17명을 전문가 패널로 모집하여 의견을 수렴하기 위한 델파이조사를 수행하였다. 델파이 설문지 구성을 위한 개방형 질문을 통한 서면 인터뷰, 2차에 걸친 델파이조사를 실시하였다. 이를 통해 각 영역에 대한 내용타당도(Content Validity Ratio, CVR), 수렴도, 합의도, 각 문항의 평균을 산출하였으며 어려움과 개선이 필요한 사항에 대해 합의하였다. 결과 상담종사자가 인식하는 업무수행의 어려움으로는 ‘상담인력이 갖춰야 할 자격조건에 비해 열악한 처우’, ‘일반인의 상담전문성에 대한 이해 부족’, ‘상담인력 확보의 어려움’ 과 사업운영주체별 다른 사업비 운영 체계 및 보고 체계, 상담서비스에 대한 정량평가, 상담 수행 과정에서의 과도한 행정업무 등으로 확인되었다. 이를 바탕으로 상담서비스 개선에서의 중요한 영역과 시급한 영역을 탐색하였는데 중요한 영역으로는 자격조건을 고려한 처우 및 환경의 개선, 상담인력 전문성에 대한 일반인의 인식개선, 전문상담인력확보 및 이를 위한 지속적 교육과 사업 운영 및 보고 체계 일원화, 사업의 평가 체계 정비, 행정업무의 간소와 및 전문성, 안정성을 위한 법제화 등이 있었다. 시급한 과제로는 상담인력에 대한 처우 및 환경개선과 인력확보, 보고체계의 일원화 및 행정업무 간소화, 장기적인 예산 편성 및 전문성 안정성 확보를 위한 법제화 등으로 확인되었다. 결론 상담인력이 경험하고 있는 업무수행에서의 어려움과 이를 바탕으로 도출해 낸 개선의 중요도 및 시급성을 바탕으로 상담기관에 종사하고 있는 상담종사자의 여건과 처우 및 전문성 강화를 위한 교육과정 개발과 개선방향에 대한 공유를 통해 공공심리상담서비스의 질 제고 및 향상에 기여할 수 있기를 기대한다.

영문 초록

Objectives This study aims to identify the challenges perceived by counselors working at counseling organizations and explore potential solutions for improvement. Methods A Delphi survey was conducted to gather opinions from 17 expert panelists, consisting of counselors with more than three years of experience working in counseling organizations in Gyeonggi Province. The process included open-ended written interviews for the initial development of the Delphi questionnaire, followed by two rounds of the Delphi survey. Through this process, content validity ratio (CVR), convergence, agreement levels, and mean scores for each item were calculated. The survey resulted in a consensus on the challenges faced by counselors and the areas requiring improvement. Results The challenges perceived by counselors included issues such as ‘poor working conditions compared to the qualifications required for counseling professionals’, ‘lack of public understanding regarding counseling expertise’, ‘difficulty in securing qualified counseling personnel’. The critical Section identified were ‘Improvement of working conditions and environments in alignment with qualification requirements.’,‘Enhancing public awareness of counseling expertise.’,‘Securing professional counseling personnel through continuous education and training.’,‘Standardizing business operations and reporting systems.’,‘Establishing comprehensive evaluation systems for counseling services.’,‘Simplifying administrative tasks and ensuring professional and stable operations through legal frameworks’.The urgent section included the majority of issues, except for ‘awareness of professionalism in the field of counseling’ and ‘ongoing education,’ which were agreed upon as critical section. Conclusions This study explored the challenges faced by counseling professionals in their work area, focusing on the importance and urgency of necessary improvements. Based on these findings, it is hoped that the results will aid in the development and enhancement of training programs aimed at improving the working conditions, treatment, and professional competence of counselors working in counseling institutions. Furthermore, by sharing the research findings, the study aims to contribute to the improvement and advancement of the quality of public psychological counseling services.
