국문 초록

최근 ICT 기반 기술 환경의 급격한 변화에 따라 정보통신기술(ICT)과 접목된 적정기술의 개발 및 활용 사례가증가하고 있다. 이에 이 연구에서는 기술환경의 변화에 따라 적정기술 관련 논의가 어떻게 형성되었는지, 그리고ICT와 접목된 적정기술 사례의 유형 및 특징은 무엇인지를 분석함으로써, ICT를 활용한 적정기술이 지닌 기술적, 사회적 함의를 파악하고자 했다. 우선, 적정기술 관련 논의의 변화를 분석하기 위해 이 연구에서는 1990년 이후 적정기술 관련 언론보도를 수집하여 토픽모델링과 의미연결망 분석방법을 활용하여 언론보도에 나타난 핵심어와 주요 이슈를 분석하였고, 다음으로 ICT 활용 적정기술 사례를 수집하여 기술의 속성과 활용주체/대상을 축으로 4개의 유형으로 구분하고, 비용, 규모, 사용성, 협동성, 지속가능성 등의 다섯 가지 요소로 구성된 분류 매트릭스를 활용하여 사례 유형별 특징을파악하였다. 주요 분석결과는 다음과 같다. 첫째, 언론보도 분석결과, 적정기술과 관련한 언론보도는 2010년 이후 본격적으로 등장하기 시작하였으며, 이는정보통신 기술의 발전과 궤를 같이한다. 언론보도에서 발견된 핵심 빈출 단어들은 창업, 혁신, 시장, 미래, 융합등 기존의 적정기술과는 다른 새로운 단어들이 적정기술과 연계되어 출현하였다. 토픽모델링 분석 결과, ‘미래참여’, ‘친환경 시민참여’, ‘ICT 시장접근’, ‘사람중심 디자인’, ‘민간 사회공헌’, ‘국가 지원정책’ 등 여섯 개의 주요 주제 군집이 발견되었고, 기존의 적정기술 관점과 달리 민간, 시민참여 중심, 시장중심 접근과 제품 디자인 활용 이슈들부상하였다. 언론보도 분석결과, 기술 환경의 변화에 따라 적정기술의 활용과 접근방식이 변화되어 왔으며, ICT 기술과 적정기술의 연계성이 높아지고 있다는 점을 확인할 수 있었다. 둘째, ICT와 접목된 적정기술의 사례 유형 및 특징을 분석한 결과와 함의를 살펴보고자 하였다. 분석 결과, ICT 활용 적정기술은 기술역량강화형, 사회통합형, 소외계층지원형, 행복증진형 등 4개 유형으로 분류할 수 있었다. 네 가지 유형의 적정기술은 고비용 구조와 높은 사용성을 지니며, 소규모 개인 맞춤형 기술이라는 특징을 보였다. 고비용 구조는 시장중심 접근과 연관되며, 소규모, 개인 맞춤형 특징은 ICT의 기술속성에서 비롯된 것으로보인다. 종합하면, 정보자원의 가치와 중요성이 증가하면서 정보소외계층의 디지털 역량 강화, 정보자원의 접근 및 소비불균형 해소, 나아가 디지털 기술을 활용한 보편적 복지를 제공하는 데 ICT를 접목한 적정기술의 활용도가 높아질것으로 전망된다.

영문 초록

In response to the recent rapid change in the technological environment, the development and use of appropriate technologies combined with information and communication technology (ICT) is increasing. The purpose of this study was to better understand the technical and social implications of appropriate technology using ICT by investigating how appropriate technology-related discussions evolved in response to changes in the technological environment, as well as the types and characteristics of appropriate technology cases combined with ICT. This study analyzed changes in discussions about appropriate technology by collecting news reports related to appropriate technology since 1990 and analyzing keywords and core topics in news reports using topic modeling and semantic network analysis methods. The following are the analysis’s key findings. For starters, as a result of news big data analysis, news reports about appropriate technology began to appear in earnest after 2010, coinciding with the advancement of information and communication technology. Key words that frequently appeared in media reports were associated with new words that differed from existing appropriate technologies, such as start-up, innovation, market, future, and convergence. As a result of the topic modeling analysis, six major groups of topics were discovered: “Future Participation,” “Eco-friendly Citizen Participation,” “ICT Marketcentered Approach,” “People-Centered Design,” “Private Social Contribution,” and “National Support Policy,” and issues of private, civic participation, market-centered approach, and product design emerged. According to the analysis, the use and approach to appropriate technology have shifted in response to changes in the technological environment, and the connection between ICT technology and appropriate technology is strengthening. Second, the implications of analyzing the case types and characteristics of appropriate technologies combined with ICT were examined. According to the findings, appropriate ICT-based technologies can be divided into four categories: technology competency reinforcement, social integration, underprivileged support, and happiness promotion. Small personalized technologies, with a high cost structure and high usability, characterize the four types of appropriate technologies. A marketoriented approach is associated with the high-cost structure, and small-scale and personalized characteristics appear to be derived from ICT technology attributes. Taken as a whole, as the value and importance of information resources rise, so will the use of ICT-based appropriate technologies to strengthen the digital capabilities of the information underprivileged, address the imbalance in access and consumption of information resources, and provide even more universal welfare through digital technology.
