지자체의 노인지원정책이 노후준비에 미치는 영향

국문 초록

한국은 그간 급격한 정보통신 및 기술발전으로 사회가 빠르게 성장하면서 가족의 세대 구조에도 변화가 나타나고 있다. 무엇보다 노인 1인 가구의 증가가 대표적인데, 2022년 기준, 만 65세 이상 노인인구가 9,018,412명 중1인 가구 수는 1,761,594명으로 독거노인 비율이 전체 노인 인구 대비 19.5%로 나타났다. 특히 2025년 초고령사회 진입을 앞두고 있기 때문에 생산인구 감소로 인한 경제 성장률 하락, 연금 고갈 및 노인 건강 문제 등이 불가피하게 발생될 것으로 예측되는 바, 미래에 벌어질 고령화 문제를 해결하기 위한 정부ㆍ지자체의 정책 개발이시급한 실정이다. 이에 본 연구에서는 고양특례시의 노인지원정책이 노후준비에 어떤 영향을 미치는지 분석해 보고자 하였다. 분석을 위해 고양특례시가 2019년 11월 28일부터 12월 13일까지 만 19세 이상 지역민을 대상으로 진행한 설문지를 바탕으로 연구를 실시하였다. 그 중 유의한 설문 1,000부를 획득하여 연구에 사용하였으며, SPSS 통계 프로그램을 활용하여 실증 분석하였다. 그 결과 첫째, 노인지원정책 중 기초연금 지급과 노인 일자리 지원은노후준비에 유의한 영향을 주는 것으로 나타났다. 둘째, 고령화 문제 인식은 노후 준비에 유의한 영향을 주지 않는 것으로 나타났다. 셋째, 노인지원정책 중 노인 일자리 지원이 노후준비에 영향을 미칠 때 고령화 문제 인식은매개효과가 보이는 것으로 확인되었다. 본 연구를 통해 타 지자체와 정부의 노인지원정책 수립을 위한 기초 자료를 제공했다는데 그 의의가 있겠다.

영문 초록

In Korea, the rapid development of information and communication technology has resulted in rapid social growth, and changes are also occurring in the generation structure of the family. Above all, the number of elderly single-person households is the most representative. As of 2022, out of 9,018,412 people aged 65 and over, the number of single-person households was 1,761,594, and the proportion of the elderly living alone was 19.5% of the total elderly population. In particular, as we are about to enter a super-aged society in 2025, it is predicted that economic growth rates will decrease due to a decrease in the working-age population, pension depletion, and health problems for the elderly will inevitably occur. There is an urgent need for policy development. Therefore, in this study, we tried to analyze how the elderly support policy of Goyang special city affects the preparation for old age. For the analysis, a study was conducted based on a questionnaire conducted by Goyang City for local residents aged 19 and over from November 28 to December 13, 2019. Among them, 1,000 copies of a significant questionnaire were obtained and used for the study, and empirical analysis was performed using the SPSS statistical program. As a result, first, the basic pension payment and job support for the elderly among the elderly support policies were found to have a significant effect on preparation for old age. Second, it was found that the perception of the aging problem did not have a significant effect on the preparation for old age. Third, it was confirmed that the recognition of the aging problem had a mediating effect when job support for the elderly in the elderly support policy had an effect on the preparation for old age. It may be meaningful that this study provided basic data for establishing support policies for the elderly of other local governments and governments.
