한류정책을 위한 패러다임 전환

국문 초록

20여 년 전 등장한 한류는 동아시아 중심의 대중문화 중심에서 전지구적 현상으로 진화하였다. 한편, 문화정책담론으로의 한류는 대중문화의 경제적 부흥 효과라는 목적 하에 다양한 형태로 채택되어왔으나 2020년이 되어서야 최초의 한류진흥 전담조직인 ‘한류지원협력과’가 문화체육관광부 내에 신설되었다. 이는 한류의 개념 자체가 정책화되기 어려웠던 역사적 배경을 방증하고 있다. 그렇다면 한류가 정책으로서 공식화되고 제도화되는 현 상황을어떻게 이해할 수 있는지 문제 된다. 따라서 본 연구는 유기적으로 진화하는 한류에 대한 현상으로서의 기존의 논의를 재검토하고 담론으로서의 한류의 패러다임 변화를 진단한다. 그리고 한류정책에 대한 통시적 이해를 통해 한류정책이 구조화 제도화되는 과정을 분석했다. 정책으로서 신한류 담론은 산업적 관점을 극복하려는 한류정책의목적과 세부 사업에서 드러나는 문화교류의 관점의 상호 조절과 협상을 통해 정체성을 형성해왔다. 이는 일종의포스트 한류 담론이라고 볼 수 있으며 전통적 문화산업지원 정책과 정부주도 문화정책의 자기반성적 정책이라고볼 수 있다. 그럼에도 불구하고 2020년 이후의 신한류 정책 담론은 여전히 과거 한류 산업지원담론으로 회귀하는문제를 가지며 실질적 정책 참여자들의 상이한 이해관계를 극복하지 못하고 있다. 결국 한류의 교류로의 패러다임변화는 기존 담론의 창조적 파괴로 이룩할 수 있다. 따라서 미래지향적 지속가능한 한류정책은 산업정책과 교류정책이라는 양립하기 어려운 가치를 분리하는 것에서부터 시작할 수 있을 것이다.

영문 초록

Hallyu, which first emerged 20 years ago, has grown from an East Asian pop culture to a global phenomenon. On the other hand, while Hallyu has been accepted in many forms for the socioeconomic development of popular culture, the first official inter-government body, ‘Hallyu Support Division,’ was not founded until 2020 within the Ministry of Culture, Sports, and Tourism. This demonstrates the historical context in which the concept of Hallyu as a policy was difficult to design. The question therefore becomes how to comprehend the contemporary context, in which Hallyu has become a policy that has been defined and institutionalized. As a result, this study examines the present debate concerning the dynamically emerging Hallyu as a phenomena and diagnoses the Hallyu discourse s paradigm change. The (New)Hallyu discourse has created its identity as a policy through adjustment and negotiation from the perspective of cultural exchange, as reflected in comprehensive initiatives, and the goal of Hallyu policy is to overcome the industrial viewpoint. This can be interpreted as a post-Hallyu discourse, as well as a self-reflection policy of traditional cultural industry support policies and government-led industry policies. However, a paradigm shift in Hallyu policy discourse is required in that the new Hallyu discourse still cannot overcome the problem of returning to the past discourse on supporting the Hallyu industry and the different interests of the current policy participants. A paradigm shift of a new Hallyu policy can be achieved by the creative destruction of existing discourses. Therefore, a future-oriented and sustainable Hallyu policy can be revisited by separating the difficult-to-commonage values of industrial policy and cultural exchange policy.
