국문 초록

본 연구의 목적은 문화와 예술의 결과물이자, 중간재적 역할을 담당하고 있는 ‘문화콘텐츠’가 공공의 영역에서어떻게 해석되고 있고 어떤 주체를 통해 시장으로의 기업진출을 장려하고 있는지를 알아보고자 하는 것이다. 이를위해 문화콘텐츠를 둘러싼 법률, 지방자치단체의 조례, 그리고 지방자치단체 출연기관 운영현황에 대한 제도적 접근을 통해 지방자치단체의 문화콘텐츠가 어떻게 해석되고 있고 어떤 경로를 통해 작동하고 있는지를 살펴본다. 조례와 기관운영에 관한 제도분석을 통해 나타난 결과를 정리하면 다음과 같다. ⅰ) 광역자치단체를 중심으로살펴본 지방자치단체의 문화콘텐츠 접근범위는 자치단체에서 중점적으로 추진하고 있는 정책방향에 따라 부문별사업영역의 첨삭을 통해 자치단체 특성에 맞는 문화콘텐츠의 범주로 정리되고 있다. ⅱ) 다수의 지방자치단체에서는 문화콘텐츠정책 추진을 위해 출연기관을 설립하였는데, 기관의 역할과 사업 범위 역시 다양한 형태를 띠고 있는데, 크게 콘텐츠진흥원과 정보산업진흥원으로 운영기관이 대별되고 있는 이유는 법률의 이원화된 구조에서 비롯된 것임을 알 수 있다. ⅲ) 지방자치단체의 조례 분석을 통해 제도적 행태적 차원의 협력, 관련기관 간 협의체 조직, 재원의 안정성 및 운영기관의 독립성 등의 개선방안이 제시된다.

영문 초록

The purpose of this study is to investigate how ‘cultural content’, which is a result of culture and art and plays a role as an intermediary, is interpreted in the public sector and through which entities are encouraging companies to enter the market. To this end, we examine how the cultural contents of local governments are being interpreted and how they are operating through the institutional approach to the laws surrounding cultural contents, local government ordinances, and the operating status of local government-funded organizations. The results of the institutional analysis on ordinances and institutional management are summarized as follows. ) The scope of access to cultural contents of local governments, focusing on metropolitan governments, is organized into categories of cultural contents suitable for the characteristics of local governments through correction of business areas by sector according to the policy direction that the local governments are focusing on. ii) A number of local governments have established funding agencies to promote cultural content policies, but their roles and business scopes also take various forms. It can be seen that the reason the operating organizations are largely divided into the Contents Promotion Agency and the Information Industry Promotion Agency stems from the dual structure of the law. iii) Through the analysis of local government ordinances, improvement measures such as cooperation at the institutional and behavioral level, organization of a consultative body between related institutions, stability of financial resources and independence of operating institutions are suggested.
