고교학점제 안착을 위한 부분도입기의 과제

국문 초록

목적 본 연구의 목적은 고교학점제 추진과정 중 나타나는 변화와 쟁점을 분석하고, ‘부분도입기’에 해소해야 할 과제를 제시하는 것이다. 고교학점제 추진 단계는 ‘제도기반마련기(~2021년)’, ‘운영체제전환기(2022년)’, ‘단계적적용기(2023년~2024년)’, ‘전면적용기(2025년~)’로 구분될 수 있다. 이 중 운영체제전환기와 단계적적용기는 ‘부분도입기’로서, 고교학점제 전면 적용을 위해 요구되는 제도적⋅문화적 과제를 해소해야 하는 단계이다. 방법 본 연구에서는 기초 단계인 제도기반마련기에 수행되었던 고교학점제 연구학교 자료를 분석하여, 고교학점제 도입으로 예측되는 학교 현장의 주요 변화와 쟁점을 탐색하고, 부분도입기에 해소되어야 할 과제를 도출하고자 하였다. 이를 위해 교육부가 지정한 31개 고교학점제 1차 연구학교(2018년~2020년) 운영 결과보고서의 결론부에 기술된 고교학점제 관련 쟁점의 텍스트를 분석하였다. 텍스트 분석을 통해 ‘개인별 시간표 운영’, ‘자원 수급’, ‘성취평가제 도입’, ‘교사역할 변화’ 라는 네 가지 영역으로 쟁점을 범주화하고, 이후 각 영역에서 보다 구체적으로 논의되어야 할 주요 과제를 고교학점제의 특성과 함께 검토하였다. 결과 영역별로 ‘시간표 상 공백 운영’, ‘지역 격차’, ‘미이수 관리’, ‘생활지도 약화’라는 과제를 도출하고, 이에 관한 제안을 부분도입기의 변화에 대한 분석과 함께 제시하였다. ‘시간표 상 공백 운영’의 경우, 시간표 상 공백에 대한 명확한 정의, 시간적 유연성 활용, 공강 지도 지침 마련 등이, ‘지역 격차’의 경우, 학기 당 운영 가능한 적정 과목 수 범위 도출, ‘학교 밖 교육’을 수행할 지역 공동체와의 협력 및 교류 등이, ‘미이수 관리’의 경우, 성취기준의 구체적 안내와 교사의 평가권 보장, 예방 프로그램과 보충과정 운영 방안 합의, 미이수 관련 학사 규정 보완 등이, ‘생활지도 약화’의 경우, 다양한 형태의 학교 내 공동체 구성, 생활지도 방식 보완 등이 고려되어야 할 것으로 보인다. 결론 부분도입기는 교육 체제를 고교학점제로 이행하기 위한 과도기로서, 고교학점제 추진 과정의 핵심적 단계이다. 고교학점제 1차 연구학교 운영 결과보고서에 나타나는 쟁점과 관련하여 부분도입기에 주어진 과제들을 점검해봄으로써 고교학점제의 안착을 기대해볼 수 있을 것이다.

영문 초록

Objectives The purpose of this study is to explore the ways in which the high school credit system can be established in the school field by suggesting the changes that occur during the partial introduction peroid of the credit system(2022~2024), which is an intermediate stage in the promotion of the high school credit system, and the related tasks. Methods As the period for establishing the foundation for the introduction of the credit system was coming to an end, the research conducted on the field of high school credit system research schools was analyzed to identify changes in the field, and institutional changes promoted during the introduction of the credit system were explored. To this end, we tried to analyze the text of issues related to the high school credit system described in the research results report of 31 high school credit system primary research schools (2018~2020) designated by the Ministry of Education. Results As a result of the text analysis, for the establishment of the high school credit system, preparations for problems related to the blankness on the student’s individual timetable in terms of daily school schedule operation, the regional disparity in terms of resource availability, the management of non-completion in terms of the achievement evaluation system application, and the weakening of student life guidance in terms of changing the role of a teacher were carried out during the introduction period of the credit system. Conclusions It seems it should be The introduction of the credit system is a transitional period for the introduction of the high school credit system, and it can be said to be a key step in the implementation of the education system to the high school credit system. By examining the tasks given during the introduction of the credit system, it can be expected that the high school credit system will be settled.
