인구감소지역 어린이집 원장의 보육정책에 관한 인식과 요구

국문 초록

목적 본 연구에서는 인구소멸지역 어린이집 원장의 보육정책에 대한 인식과 요구를 알아보고자 하였다. 방법 이를 위하여 인구소멸지역에 위치한 A군 전체 어린이집 25개 기관장을 대상으로 전수조사를 실시하였으며, 설문응답에 대한 기술통계분석을 실시하였다. 연구대상자의 일반적 특성을 알아보기 위하여 빈도분석을 실시하였으며, 인구감소지역 어린이집 원장의 보육정책에 관한 인식과 요구를 알아보기 위하여 빈도분석과 다중반응 빈도분석을 실시하였다. 결과 첫째, 보육정책에 관한 인식을 살펴본 결과, 보육지원체계 개편은 어린이집 운영 및 연장반 운영, 보육의 질 향상, 이용자 만족도 측면에서 긍정적인 인식이 나타났다. 반면, 보육교사의 서류작업 감소, 일과 준비 및 연구시간 증가에는 도움이 되지 않은 것으로 나타났다. 열린어린이집 운영에 대한 효과는 긍정적으로 나타났다. 다만, 열린어린이집 운영으로 인한 보육교사 업무량 증가, 부모참여 독려의 어려움이 보고되었다. 취약보육서비스에 대한 인식은 장애아 통합 보육과 다문화 영유아 보육에 대한 요구가 높게 나타났다. 어린이집 지원시스템은 서비스 만족도가 대체적으로 높은 편으로 나타났다. 둘째, 보육정책에 관한 요구를 알아본 결과 인구감소지역 어린이집 운영의 어려움은 ‘원아모집’이 가장 높게 나타났다. 다음으로 보육정책에 관한 요구사항을 살펴본 결과 취약 보육서비스(장애영유아, 다문화 보육) 지원이 가장 높게 나타났다. 결론 본 연구결과를 바탕으로 인구감소지역에 적합하고 특화된 보육정책을 개발하고 운영하기 위한 기초자료와 보다 실효성 있는 맞춤형 보육정책을 위한 시사점을 제공하고자 한다.

영문 초록

Objectives The purposes of this study was to examine day-care center directors’ child-care policies in the depopulation areas. Methods To this end, it administered questionnaires to directors of 25 day-care centers located at the depopulation areas and conducted a descriptive statistical analysis on the responses. Results The findings are as follows: First, the reorganization of the child-care support system was positively recognized in terms of the management of day-care centers and extended class, the enhancement of child-care quality and users’ satisfaction. On the other hand, it did not contribute to the reduction of day-care teachers’ paperwork, preparation for daily lessons and increase of research time. The management of open child-care centers was positively recognized, while it was reported to increase day-care center teachers’ workload and make it difficult to encourage parents’ participation. The service satisfaction of the day-care center support system was generally higher. Second, it was found to be most difficult to ‘attract kindergartners’ in managing day-care centers in the depopulation areas. Vulnerable child-care services (young children with special needs and multicultural child-care) were in the strongest demand. Conclusions This study intends to provide basic data for developing and managing child-care policies proper and specific to the depopulation areas and suggestions for more substantial customized child-care policies.
