국문 초록

지속가능한 미래가치로서의 도시포용성은 시민 참여와 협력적 거버넌스에 의해 증진된다. 문화도시 사업은 시민들이 협력하여 문화를 통해 도시문제를 해결하는 거버넌스 중심 사업이다. 본 연구는 도시포용성과 문화도시에서의 협력적 거버넌스 의미를 고찰하고 향후 방향성을 모색한다. 이에 다음 연구문제들을 도출하여 문화도시 전문가 대상으로 FGD를 실행하였다. 1) 현재 문화도시 거버넌스 현황 2) 문화도시 사업에 맞는 거버넌스 구조 혹은 형태 3) 문화도시 거버넌스의 실천적, 전략적 방안이다. 문화도시 거버넌스는 도시포용성이라는 목표를 설정하고, 시민들이 합의한 정의와 운영 체계를 통해 책임감과자생력이 있는 시민 중심 협의체로 거듭나야 한다. 시민들의 협력 경험과 집단효능감을 축적시키고, 학습동기와 전문성 강화, 문화도시들 간의 경험 공유와 연대를 통한 민간 네트워크 확장을 제안한다.

영문 초록

Urban inclusiveness, as a sustainable future value of cities, is enhanced through citizen participation and collaborative governance. The Cultural City Project is a governance-centered initiative that enables citizens to collaborate and address urban issues through culture. This study examines the meaning of urban inclusiveness and collaborative governance in the Cultural City Project and explores future directions. The study examined the following research questions, and Focus Group Discussions (FGDs) were conducted with Cultural City experts: 1) The current status of governance in Cultural Cities, 2) The suitable structure or form of governance for the Cultural City Project, and 3) The practical and strategic measures for governance in Cultural Cities. The governance of Cultural Cities should aim to achieve urban inclusiveness and transform into a citizen-centered collaborative organization that has responsibility and self-sustaining power through agreed-upon definitions and operational measures by citizens. This study suggests the accumulation of citizens' cooperative experiences and collective efficacy, as well as the enhancement of learning motivation and expertise, through the expansion of private networks via sharing experiences and solidarity among Cultural Cities.
