국문 초록

본 연구는 한국의 세계유산 경주역사유적지구의 관리전략을 연구하기 위해 세계유산협약 이행 전략 중하나인 신뢰성의 개념을 소개한 후 경주역사유적지구의 확인된 가치로서 탁월한 보편적 가치와 역사도시적 가치에 대해 고찰하였다. 세계유산 등재 이후 신뢰성 강화 방안은 등재 시 확인된 가치를 잘 보존하는 것으로, 계속해서 경주역사유적지구의 확인된 가치를 위협하는 요인에 대해 연구하였다. 그 결과 고증이 부족한 유구의 복원, 자연재해, 오버투어리즘을 현재 경주역사유적지구가 마주하고 있는 확인된 가치의 위협요인으로 도출하였다. 결론적으로 이러한 가치 위협요인을 제거하고 지속가능한 경주역사유적지구의 관리를 위해 첫째, 세계유산 복원 기준을 마련하고, 둘째, 자연재해 선제적 대응 체계를 수립하고, 셋째, 관리의 대상으로서 지역 공동체 인식 강화 및 공동체 관리 방안을 마련할 것을 관리전략으로 제안하였다.

영문 초록

This study introduces the concept of credibility which is one of strategies for implementing the World Heritage Convention. It focuses on the management strategy of Korea's World Heritage Gyeongju Historic Areas and examines their outstanding universal value and historic city value. To strengthen credibility after listing as a World Heritage site, it is important to preserve the value identified at the time of listing. This paper also studies factors that threaten the identified value of the Gyeongju Historic Areas. As a result, the restoration of historical sites lacking historical evidence, natural disasters, and overtourism are identified as existing threats to the identified values of the Gyeongju Historic Areas. In conclusion, in order to eliminate these threats and manage the Gyeongju Historic Areas sustainably, this study suggest first, establishing standards for restoration of world heritage, second, establishing a preemptive response system for natural disasters, and third, strengthening community awareness and developing community management plan as management strategies for Gyeongju Historic Areas.
