국문 초록

2020년 처음으로 도입되는 평생학습도시 재지정평가는 지속 가능한 평생학습도시로의 발전이라는 비전하에 평생학습도시 운영의 효율성 제고 및 성과향상 노력 등을 평가하여 각 학습도시의 자체적인 질 관리 기반을 마련하기 위해 제시되었다. 그러나 평생학습 도시 조성 사업의 기본 취지가 평생학습 기반형 지역의 성장에 있다는 점을 고려할 때 과연 학습도시의 특성을 제대로 반영하고 실질적 성과를 측정할 수 있는지는 여전히 의문점이 생긴다. 이에 본 연구의 목적은 각 학습도시의 목표이자 성과지표인 중장기발전계획을 토대로 학습도시의 지역별, 그룹별로 나타나는 차이를 규명하고, 재지정 평가를 위한 시사점 도출 및 평생학습도시 재지정 평가지표의 적합성과 개선점을 고찰해보고자 한다. 연구 결과를 종합하여 도출한 시사점은 다음과 같다. 첫째, 평생학습도시 재지정 평가는 수도권과 비수도권에 따른 지역 간 격차를 고려하여 평가지표에 따른 차이를 최소화 할 수 있는 방안이 마련되어야 한다. 둘째, 그룹별로 학습도시가 추구하는 비전과 추진방향 및 목표 등 핵심과제 내용이 상이함에 따라 평가지표의 세부적인 지역 간 핵심요소에 대한 올바른 판단이 이루어져야 한다. 셋째, 평생학습도시 사업의 근본적인 취지와 정의에 대해 다시 한번 고찰할 필요가 있다.

영문 초록

The Lifelong Learning City Redesignation Assessment, which is introduced for the first time in 2020, focuses on improving the efficiency of lifelong learning city operation and improving performance under the vision of developing a sustainable lifelong learning city, thereby managing the quality of lifelong learning-related regions. It was presented to lay the groundwork. Considering that the basic purpose of the lifelong learning city development project is the growth of a lifelong learning-based area, it is still questionable whether the characteristics of a learning city can be properly reflected and actual outcomes measured. Based on these problems, this study attempts to examine the suitability and improvement of the redesignated evaluation indicators based on the mid- to long-term development plan, which is the goal and performance indicator of each learning city. Through this, the purpose of this study is to examine the differences that appear by region and group, to examine implications and derivation for the redesignation of learning cities, and further, specific selection and evaluation methods for the redesignation of lifelong learning cities. The implications derived by synthesizing the research results are as follows. First, the lifelong learning urban redefinition evaluation has a plan to minimize the gap between the metropolitan area and the non-capital area, thereby minimizing the difference according to the evaluation index. Second, it is necessary to make a correct judgment on the detailed regional key elements of the evaluation index according to the differences in the content of the core tasks such as the vision of the learning city for each group, the direction of implementation, and goals. Third, it is necessary to reconsider the fundamental purpose and definition of the lifelong learning city project.
