국문 초록

민주시민으로서의 자질 함양을 목표로 하는 사회과교육은 민주주의와 관련된 이론과 개념들을 추상적으로 제시하는 인지중심의 교육으로 학생들의 참여와 실천의 기회를 제공하지 못하고 있다는 비판을 받고 있다. 민주사회는 사회 구성원들의 적극적인 참여와 실천을 통해 형성될 수 있다. 따라서 민주시민 육성을 목표로 하는 사회과교육은 사회 구성원의 공동체 참여와 실천능력 함양에 중점을 두어야 한다. 본 연구에서는 이에 대한 개선 방안을 제시하기 위해 영국의 시민교육에 대한 고찰을 통하여 참여와 실천을 바탕으로 하는 능동적 시민성에 대해 살펴보고 참여의 과정을 중시하는 실천적 참여에 대해 논의하였다. 실천적 참여는 자신과 공동체를 변화시킬 수 있는 구체적 참여 행위이며 능동적 시민으로 사회 문제 해결과 공동체 생활에 참여하는 실질적인 기회를 제공한다. 실천적 참여는 참여 영역에 따라 사회참여, 정치참여로 구분할 수 있으며, 참여 방법에 따라 소극적 참여와 적극적 참여로 구분할 수 있다. 본 연구에서는 실천적 참여 관점에서 초등학교, 중학교 2015 개정 사회과 교육과정과 영국의 Citizenship Education For Key Stage 3 교재를 분석하여 참여 중심의 사회과교육의 방향을 탐색하였다. 민주시민 육성을 목표로 하는 사회과교육은 참여를 통한 시민성 함양과 공동체 발전을 도모하는 실천적 참여 교육이 이루어져야 한다.

영문 초록

Social studies aimed at cultivating the qualities of a democratic citizen is being criticized for failing to provide students with opportunities to participate and practice with cognitive-centered education that abstractly presents theories and concepts related to democracy. A democratic society can be formed through active social participation and living practices by members of society. Therefore social studies, which aims to foster democratic citizens, should focus on fostering community participation and practical skills of members of society. In this study, in order to suggest ways to improve social studies, active citizenship based on participation and practice as well as practical participation that values the process of participation were discussed and considered through the UK s citizenship education. Practical participation is a specific engagement that values the process of participation, which can be divided into social participation and political participation, depending on the area of participation and can also be divided into passive participation and active participation according to the method of participation. This study explored the direction of pparticipation-oriented social studies by analyzing the elementary and middle school 2015 revised social studies curriculum and the Citizenship Education For Key Stage 3 textbook in the UK. Social studies aimed at fostering democratic citizens should be provided with practical participation education in the form of fostering citizenship and promoting community development through participation.
