국공립어린이집 원장의 재무⋅회계 경험에 대한 어려움과 요구

국문 초록

목적 본 연구는 국공립어린이집을 운영하는 원장들이 재무⋅회계 직무를 수행하면서 겪는 어려움과 요구를 심층적으로 탐구하는 것을 목적으로 한다. 방법 재무⋅회계 업무에서 직면한 경험을 자세히 살펴보기 위해 질적 연구 방법을 적용하였다. 연구 대상은 S시의 국공립어린이집 원장 12명으로, 반구조화된 면담 방식을 통해 1차 소집단 면담과 2차 개별 면담을 실시하였다. 추가 자료가 필요한 경우 개별적으로 연락하여 자료를 보완하였고, 수집된 자료는 반복적 비교 분석하였다. 결과 국공립어린이집 원장들이 재무⋅회계 업무에서 겪는 주요 어려움은 성실한 실천의 부담감, 공보육 기관 책임자로서의 책무감, 재무⋅회계 규칙 해석 차이에 따른 모호함, 그리고 정확한 재무⋅회계 운영 관리의 난항으로 나타났다. 또한 원장들은 재무⋅회계 업무 수행을 위해 자세하고 분명한 재무⋅회계 규칙 안내, 실용도 높은 맞춤형재무⋅회계 교육, 효율성을 높이기 위한 재무⋅회계 시스템 개선, 그리고 재무⋅회계에 대한 인력 지원을 요구하였다. 결론 본 연구는 국공립어린이집 원장들이 겪는 재무⋅회계 경험에 대한 어려움과 그들의 요구를 바탕으로, 국공립어린이집의 재무⋅회계 관리 체계 개선과 원장의 역량 강화를 위한 방안에 대해 논의하였다. 또한, 이를 통해 국공립어린이집의 재무⋅회계 투명성 및 신뢰성 구축과 효율적인 지원 방안을 마련하는 데 시사점을 얻을 수 있었다.

영문 초록

Objectives This study aims to explore the challenges and demands faced by directors of public daycare centers in performing their financial and accounting duties. Methods A qualitative research approach was applied to gain a clearer understanding of the directors' experiences in financial and accounting tasks. The study involved 12 directors of public daycare centers in S city. Data were collected through semi-structured interviews, including focus group interviews in the first phase and individual interviews in the second phase. Additional data were gathered through follow-up contacts when necessary, and the collected data were analyzed using a process of iterative comparison. Results The main challenges faced by directors in managing financial and accounting duties included the burden of diligent practice, the responsibility as leaders of public childcare institutions, ambiguity arising from differences in the interpretation of financial and accounting rules, and difficulties in ensuring accurate financial management. Furthermore, the directors expressed the need for clear and detailed financial guidelines, practical and customized financial training, improvements to financial systems to enhance efficiency, and additional personnel support for financial and accounting tasks. Conclusions Based on the challenges and demands identified in this study, policy recommendations are provided for improving the financial and accounting management systems of public daycare centers and enhancing the capabilities of the directors. The findings contribute to the establishment of strategies for improving the transparency, reliability, and efficiency of financial management practices in public daycare centers.
