국문 초록

이 논문은 조선총독부에서 1920년대부터 1930년대 중반까지 진행한 조사사업을 분석하여, 그 실상과 의도를 비판적으로 검토하는데 목표를 둔다. 당시 조사사업의 담당자 가운데 한 사람인젠쇼 에이스케가 전후에 남긴 회고를 바탕으로, 조사사업에 관련된 활동을 다시 살펴보았다. 이를통해, 조선총독부 조사과에서 주도했던 조선의 사회사정에 관한 조사활동의 역사적 의미를 규명하려는 연구이다. 우선 1920년대 초까지 중추원에서 실시했던 부락조사와의 연관성이 있다는 점이 보다 분명해졌다. 중추원에서는 지리학자 오다우치 미치토시에게 의뢰하여 1921년부터 1923년까지 부락조사를 실시하다가 중단된 바 있었다. 완결되지 못했던 오다우치의 부락조사 계획이 1930년대 생활상태조사로 계승되었음을 젠쇼 자신이 회고에서 밝혔다. 내용상으로도 두 계획은 유사점이 많기때문에, 총독부 조사과의 생활상태조사는 중추원의 부락조사와 선후관계로 단정할 수 있다. 그리고 젠쇼는 경제와 사회 등 여러 분야에 걸쳐 조사를 수행하였다. 그는 조선에 부임하기전, 동양협회에서 활동하면서 식민주의적 시각을 내재화하였으며 언론계 활동을 통해 현상을 포착하는 안목은 갖추었을지 몰라도 학술적 훈련은 부족한 경력을 갖고 있었다. 이에 대해서 조선에서 활동하는 일본인 학자들로부터도 비판이 제기되었으므로, 경성제국대학의 조선 관련 조사연구와 총독관방의 조사활동은 상호 관련성이 깊지 않다 하겠다. 구술자료를 토대로, 식민지시기 일본인에 의해 시도된 조선에 대한 각종 조사활동은 거대하고체계적인 계획에 의해 수행되었다고 단언할 수 없다. 조선총독부 총독관방 문서과에서 발간된조사자료와 산하 부서에서 발간한 자료, 경성제국대학 등의 학술적 조사가 상호 긴밀하게 연계되었다는 근거가 없기 때문이다. 오히려 그 반대로 각 부서의 즉흥적인 필요에 의해 각종 조사를수행하였으며, 파벌주의도 작용하여 총독부 내부에서도 전면적인 협력은 이루어지지 않았다. 따라서 식민지시기 일본인에 의해 수행된 조선에 관한 조사 및 연구활동은 그 배경과 추진 주체, 시대상황을 고려하여 그 성격을 규정하여야 할 것이다.

영문 초록

This paper aims to analyze the survey projects conducted by the Governor-General of Chosen from the 1920s to the mid 1930s and to critically examine their reality and intentions. I reviewed the activities related to research projects based on the oral archives of Eisuke Zenshaw(善生永助), who was responsible for research projects in Colonial Korea. The purpose of this study was to identify the historical significance of surveys on social conditions in Colonial Korea conducted by the Governor-General of Chosen(朝鮮總督府). First, there was a clear connection with the village survey conducted by the Privy Council for the Governor-General of Chosen(朝鮮總督府 中樞院) until the early 1920s. The Privy Council for the Governor-General of Chosen commissioned Michitoshi Odauchi(小田内通敏) to conduct a village survey from 1921 to 1923. According to Zenshaw’s oral data, a survey of living conditions in the 1930s proved to have succeeded Odauchi’s plan. As the two plans are very similar in content, it is clear that the Governor-General of Chosen’s survey of living conditions in the 1930s succeeded the plan by the Privy Council for the Governor-General of Chosen to investigate villages in the 1920s. Zenshaw conducted research in various fields, including economy and society, in Colonial Korea. Prior to moving to Colonial Korea, he was active in the Oriental Association of Japan. He worked as a journalist and acquired an imperialist perspective. Therefore, he was a person who lacked academic training. He was frequently criticized by Japanese scholars working in Colonial Korea. As such, the research activities of Zenshaw had little to do with the activities of Keizo Imperial University(京城帝國大學). Based on Zenshaw’s oral data, various investigative activities by the GovernorGeneral of Chosen were not carried out based on a systematic or consistent plan. No relationship was confirmed between the survey data issued by the Governor-General’s Office(總督官房), the data issued by other departments, and the academic surveys published by Keizo Imperial University. On the contrary, various surveys were conducted on the spontaneous needs of each department. Furthermore, due to sectionalism, full cooperation within the Governor-General was impossible. In conclusion, various research data and research activities conducted by the Japanese during the colonial period require more in-depth research.
