국문 초록

이 연구는 커먼즈적 관점에서 정책거버넌스가 잘 이행되고 있는지를 알아보기 위한 목적으로수행되었다. 이를 위해, 커먼즈 이론 중 엘리너 오스트롬의 이론과 좌파적 관점을 중심으로 서울시 청년정책네트워크와 시민참여예산제를 대상으로 분석하였다. 분석결과, 주도적인 시민의 참여와 투표와 같은 커먼즈 이행은 이뤄지고 있으며, 개선의 노력이 지속적으로 이행되고 있음을 알수 있었다. 하지만, 다양한 의견 수렴 방법이나 협력적 거버넌스로의 발전과 같은 개선점도 요구되었다. 구체적으로, 청년정책네트워크의 경우 내부 구성원 외의 청년들의 의견을 수렴할 수 있는 다양한플랫폼 구축 필요성이 나타났으며, 시민참여제의 경우 협력적이고 호혜적인 거버넌스로 발전할필요성이 나타났다. 본 연구의 결과는 정책 거버넌스가 시민의 공통재에 대한 분배 논의에 대한 역할을 하기 위해서는 다수의 참여와 협력적 관계 구축이 중요하다는 것을 의미한다. 또한, 정책 거버넌스의 실질적인 적용을 위해서는 향후 거버넌스 커먼즈(G-Commons)의 이론적 확립과 적용의 필요성을시사한다.

영문 초록

This study aimed to identify whether policy governance is being implemented well from a commons perspective. To this end, the Seoul Youth Policy Network and the Citizen Participation Budget System were analyzed from a left-wing perspective based on the work of Eleanor Ostrom. Analysis showed that the implementation of commons practices such as civic participation and voting is taking place, and that efforts to improve them are continuously being implemented. However, other improvements such as various methods of gathering opinions and the development of cooperative governance are also required. Specifically, in the case of youth policy networks, there is a need to establish various platforms to gather opinions from young people besides group members, and in the case of citizen participation systems, there was a need to develop cooperative and reciprocal governance. The results of this study indicate that a number of engagement and cooperative relationships are important for policy governance to play a role in discussions of the distribution of citizens’ commons. It also suggests the need for the theoretical establishment and application of future governance commons (G-Commons) in order for policy governance to become a substantial commons.
