국문 초록

본 연구는 전국 2,931개 사립유치원의 상대적 효율성 분석을 실시하고 정책적 시사점을 도출하는데 목적을 두고 수행되었다. 운영의 성과를 효율성의 관점에서 분석할 수 있는 모형을 설정하고, 자료포락분석(DEA)를 적용하여 효율성을 평가, 비교 분석하였다. 토빗회귀를 통해 교원수, 교육비, 원아수, 교사의 평균근속연수가 사립유치원 기관 운영의 효율성에 영향을 미치는 것으로 나타났다. 분석결과를 바탕으로 정책적 논의와 시사점을 제시하면 다음과 같다. 첫째, 사립 유치원 운영의 효율성을 높이기 위해 교원들이 근속할 수 있는 방안을 고민할 필요가 있다. 본 연구 결과 교원의 평균근속년수가 많을수록 상대적 효율성이 높아지는 것으로 나타났다. 둘째, 사립유치원 내 예산 배분에 대한 최적화 전략을 개별 유치원별로 수립하여 운영할 필요가 있다. 셋째, 유아교육의 목적 및 원아의 학습권을 고려한 원아수와 교원수 등의 법정요건과 교육기관 운영의 효율성을 위한 자율조정 사이의 신중한 운용의 묘가 필요하다.

영문 초록

This study was conducted with the purpose of conducting an analysis of the relative efficiency of 2,931 private kindergartens nationwide and deriving policy implications. We set a model that can analyze the performance of operations from the viewpoint of efficiency, and applied DEA(Data Envelope Aanalysis) to evaluate and compare efficiency. Through the Tobit Regression, the average number of teachers, educational expenses, the number of children in school, and the average years of service of teachers affect the efficiency of the operation of private kindergartens. Policy discussion and implications based on the results of the analysis are as follows. First, in order to increase the efficiency of the operation of private kindergartens, it is necessary to consider how teachers can work. As a result of this study, the higher the average number of years of service, the higher the relative efficiency. Second, it is necessary to establish and operate an optimization strategy for budget allocation in private kindergartens for each kindergarten. Third, careful management is needed between the legal requirements of the number of teachers and the number of teachers considering the purpose of early childhood education and the right to learn, and self-regulation for the efficiency of educational institution operation.
