국문 초록

본 연구는 21세기 제4차 산업혁명시대에 디지털 시민성으로서 책임의 속성을 디지털 네트워크의 관점에서 명료화하는 데에 목적이 있다. 디지털 시민성은, 디지털 네트워크 환경에서 합리성, 실천성, 도덕성 측면의 권리와 의무를 맥락적으로 부여받는, 제 4차 산업혁명 시대의 시민성이다. 디지털 네트워크가 함의하는 분산성과 익명성은 이전보다 많은 자유를 시민에게 부여하고 있다. 이러한 자유는 법적 통제 이전에 시민 개인에게 자율적 통제를 요구하고 있다. 이러한 자율적 통제가 제대로 작동하기 위해서는 도덕적 측면에서 시민 자신의 성찰에 기반한 책임이 필요하다. 도덕성 측면에서, 디지털 시민성으로서 책임에 대한 논의를 통해 추출한 책임의 속성은 ①성찰성, ②도덕성, ③설명성이다. 책임은 결과에 대한 책임도 중요하지만, 보편적 가치에 터한 합리적 설명을 통해, 왜 그러한 결과가 산출되었는가를 공동체에 설명할 수 있는 성찰적 책임이 요구된다.

영문 초록

The purpose of this study is to clarify the attribute of accountability as digital citizenship from the perspective of network. Digital citizenship is the citizenship of the 4th Industrial Revolution era, which is contextually given rights and duties Digital networks based on dispersion and anonymity in the 21st century give citizens more freedom than ever before. The freedoms require autonomous control as an obligation to the individual citizen prior to legal control. In order for such autonomous control to function properly, it needs the capacity of explanation accountability based on citizen s self-reflection in the moral aspect. As a digital citizenship based on network, the attributes of accountability that are extracted through discussions of accountability are ① descriptive attribute ② moral attribute ③ reflective attribute. As a sound citizen, the criteria for evaluating the legitimacy and validity of the process of action are universal values and myths that have been accumulated and shared by the community. Accountability is also important to the outcome, but it is essential to persuade the other to make a rational explanation based on the universal value of why the outcome is produced.
