유보통합을 위한 유치원⋅어린이집 교사 자격 통합 방안 연구: 싱가포르 사례를 중심으로

국문 초록

목적 본 연구는 현재 우리나라에서의 유치원 교사와 보육교사의 자격 취득 기준을 살펴보고, 싱가포르의 유아교사 자격증 발급 기준을 살펴봄으로써 윤석열 정부에서 추진하고자 하는 유치원 교사와 보육교사 자격증 통합에 대한 방안을 모색해 보고자 하였다. 방법 이를 위하여 자료는 우리나라 교육부 홈페이지, 보건복지부 홈페이지, 싱가포르 Early Childhood and Development Agency(ECDA)의 홈페이지에서 관련 자료를 수집하였으며 유아교육 및 보육 정책 연구가 1인과 유아교육 전공 교수 1인에게 내용 검토 및 의견을 받았다. 결과 첫째, 우리나라 유치원교사 2급과 보육교사 2급은 자격증 취득을 위한 취득학점과 실습기간에서 차이가 있었다. 둘째, 싱가포르에는 다양한 자격 종류가 있어 영유아가 담당할 수 있는 연령과 근무할 수 있는 기관에 차이가 있었다. 결론 본 연구는 싱가포르의 사례를 중심으로 우리나라의 유치원 교사와 보육교사 통합시 자격증 관련 통합에 대한 새로운 시각을 제시하였다는 점에서 현실적이고 합리적인 통합 방안 마련에 일조했다는 점에서 의의가 있다.

영문 초록

Objectives This study aims to explore strategies for the integration of kindergarten and childcare teacher qualifications proposed by the Yoon Suk-yeol government by examining the current qualification criteria for kindergarten and childcare teachers in South Korea and reviewing the standards for early childhood educator certification in Singapore. Methods Data for this study were obtained from the official websites of South Korea's Ministry of Education, Ministry of Health and Welfare, and Singapore's Early Childhood and Development Agency (ECDA), and the content was reviewed and feedback was provided by a researcher specializing in early childhood education and care policies and a professor of early childhood education. Results As results of the study, first, there were differences between Kindergarten teacher level 2 and Childcare teacher level 2 in Korea in terms of credits earned and practice period in acquiring certification. Second, Singapore has various types of qualifications, and accordingly, there were differences in the ages of infants and toddlers who could be in charge and the institutions where they could work. Conclusions This research, centered on the Singaporean case, offers a fresh perspective on the amalgamation of qualifications related to kindergarten and childcare center teachers in South Korea. Its significance lies in its pragmatic and well-reasoned contribution to the formulation of integration strategies.
