국문 초록

본 연구는 중국 주 삼각 지대 9개 도시의 최저 임금 기준이 도시 실업률에 미치는 영향을 분석하는데 목적이 있다. 이를 위해 본 연구는 2000~2020년 중국 도시통계연감과 인적 자원 사회 보장국의 통계 자료를 활용하였다. 연구결과는 다음과 같다. 첫째, 최저 임금 인상은 도시 시업률을 낮추는 효과가있다. 둘째, 이질적인 측면에서 최저 임금 인상은 국유 기업 고용률을 떨어뜨려 개인과 민간 기업 고용률을 증가시킬 것이다; 경제 개발 수준별 도시 군의 최저 임금 인상은 도시 실업률을 낮출 수 있다; 2008년 세계 금융위기 이후 최저 임금 인상은 도시 실업률을 낮출 수 있다. 셋째, 본 연구를 통해 시스템GMM과 차분GMM의 건전성 검증을 통해 최저 임금이 도시 실업률과 부정적인 상관관계가 있음을알 수 있다. 넷째, 영향 메커니즘 검증을 통한 최저 임금 인상은 도시혁신 효과와 비용 효과를 통해 실업률을 낮추게 하였다.

영문 초록

This paper explores the impact of minimum wage standards on unemployment rates in nine cities in China Pearl River Delta based on data from the China Urban Statistical Yearbook and the Bureau of Human Resources and Social Security's website from 2000 to 2020. The study shows that first, minimum wage's increase reduces urban unemployment rate. Second, from the perspective of heterogeneity, raising the minimum wage decreases state-owned collective employment rate and increases private sector employment rate; raising the minimum wage decreases urban unemployment rate in different economic development level cities; after the economic crisis in 2008, raising the minimum wage decreases the urban unemployment rate. Third, through the systematic GMM and differential GMM robustness tests, this paper concludes that the minimum wage is negatively related to the urban unemployment rate. By testing the impact mechanism, the minimum wage’s increase reduces the urban unemployment rate through the urban innovation effect and cost effect.
