국문 초록

본고는 지역사회복지의 핵심 영역인 복지관의 복지활동과 종교기반 자원봉사에 대한 고찰로, 자원봉사는 복지관의 기존 또는 새로이 계획된 프로그램을 성실히 수행하는 데에 반드시 필요한 것이다. 따라서 이 연구는 궁극적으로 지역사회복지의 활성화를 찾는 것을 목적으로 한다. 그간 복지관은 취약계층의 식사 학업 정서 지원 등 지역사회주민을 위한 다양한 프로그램을 보여주었으나, 최근 복지관은 지역사회복지의 거점기관으로 지역사회복지를 구성하는 지역의 많은 기관들을 하나로 묶는 역할을 해야 한다는 주장이 제기되고 있다. 이에 따라 자원봉사의 역할역시 변화될 것이 예상된다. 이 연구에서 특히 종교기반 자원봉사를 대상으로 한 것은 자원봉사의 배경에는 영적뿌리가 있다는 점, 그리고 종교 신자들로 이루어지는 종교공동체는 사회적 자본의 형성에서도 힘을 발휘하고 있음을 주목한 것이다. 종교자원봉사자는 개인으로 참여하더라도 그 배후에 종교 회중의 응원과 고려가 있는 사회적자본으로 간주된다는 점으로, 종교 의례의 참석으로 맺어진 소셜 네트워크와 신뢰가 동료 신도들의 영적 지지를통해 일상생활에서 종교적 신념과 가르침을 적용하도록 서로 돕는 기반이 된다는 것이다. 복지관이 거점기관으로서의 위상을 확보해야 한다는 주장에 따라 본고에서는 행정기관, 사회적 기업, 시민단체, 종교기관들을 통해 그 점을 모색해보았는데, 이러한 연대가 가능하다면 자원봉사 역시 기존의 역할에서 변화되고 확대되거나 전문화되어야할 것으로, 그 변화에 잘 대응할 수 있는 이들이 종교자원봉사자들이다. 문제는 복지관의 지역성 복원이 실제로가능한지에 있지만, 만약 복지관이 지역 내 다른 기관들과 적극적으로 연대한다면 그 복원에 어느 정도 기여할 것이다.

영문 초록

This paper is to examine welfare activities which are considered the core of community welfare and religion-based volunteering at welfare centers. Volunteering is essential to faithfully carrying out existing or newly planned programs at welfare centers, and therefore, this study ultimately aims to find the activation of community welfare. Welfare centers have shown various programs for local residents, such as meal, study, and emotional support for the vulnerable, but recently, it has been argued that welfare centers should play a role in bringing together many institutions in the region that make up community welfare. Accordingly, the role of volunteer work is also expected to change. In particular, this study focused on religious-based volunteer work, noting that the background of volunteer work has spiritual roots, and that members of same religious community are also exerting power in the formation of social capital. Religious volunteers, even if they participate as individuals, are regarded as social capital with the support and consideration of religious congregations behind it, and the social network and trust established by the attendance of religious rituals serve as the basis for helping each other to apply religious beliefs and teachings in daily life through the spiritual support of fellow believers. Recently, there is an argument that welfare centers should secure their status as a base institution and activate community welfare in solidarity with various organizations in the local community. In this paper, we explored that point through administrative agencies, social enterprises, civic groups, and religious organizations, and if such solidarity is possible, volunteers should also be changed, expanded, or specialized in their existing roles, and those who can respond well to the change are religious volunteers. The problem is how much locality restoration of welfare centers is actually possible, but if welfare centers actively unite with other institutions in the region, they will contribute to it to some extent.
