청년 공공고용서비스에 대한 디지털 넛지 활용 전략

국문 초록

목적 이 연구의 목적은 청년 공공고용서비스의 활성화를 위해 공공정책 개발에 있어 최근 전세계적으로 화두가 되는 행동경제학적 접근 툴(tool)인 디지털 넛지 활용 전략을 모색하는 데 있다. 방법 이를 위하여 사례 연구를 적용하여 국내 청년 공공고용서비스 및 넛지 정책적 배경을 살펴보고, 국외 공공고용서비스 디지털 넛지 활용 사례를 분석하여, Thaler et al.(2010), Sunstein(2014)의 넛지 원리에 기반하여 국내 청년 공공고용서비스에 접목 가능한 디지털 넛지 원리와 활용 전략을 제안하였다. 결과 연구 결과, 온라인 청년 공공고용서비스 개선을 위해 구직정보, 잡매칭, 청년구직활동지원금, 구직 실패경험 관리서비스에 대해 디폴트, 맵핑, 의사결정 체계화, 피드백, 정보조직화, 사회적 규범, 프레이밍 등이 주요 디지털 넛지 원리 활용방안으로 도출되었다. 결론 청년고용 관련 연구자들의 보다 다양한 넛지 전략 접목 연구의 확대, 다양한 분야별 전문가들의 융⋅복합적 협업, 국가 및 지방자치단체 차원의 공공정책의 행동과학 접목을 위한 인적, 물적 시스템 구축이 필요함을 제시하였다.

영문 초록

Objectives The purpose of this study is to explore a strategy to utilize digital nudge, a behavioral economic approach tool that has recently become an emerging topic in the development of public policies for the revitalization of youth public employment services. Methods In order to achieve the purpose of this study, the background of domestic youth public employment service and nudge policy was reviewed, and cases of digital nudge use of overseas public employment services were analyzed. Based on the nudge principle of Thaler 외(2010) and Sunstein (2014), the domestic digital nudge utilization strategy that can be applied to youth public employment services were proposed. Results As a result of the study, default, mapping, decision-making systematization, feedback, information organization, social norms, framing, etc. were the main digital elements for job search information, job matching, youth job search activity support, and job search failure experience management service to improve online youth public employment services. It was derived as a way to use the nudge principle. Conclusions In conclusion, It is necessary to expand research on the grafting of more diverse nudge strategies by researchers related to youth employment, convergence and collaboration of experts in various fields, and build a human and material system to integrate behavioral science in public policy at the national and local level.
