국문 초록

본 연구는 중고령층을 위한 재취업지원서비스의 개선을 통해 지역 사회의 활기를 회복하고 마을공동체의 지속가능한 발전 방안을 모색하는 데 목적을 둔다. 이러한 목적을 달성하기 위해 문헌자료 조사에 기반한 국가 간 비교분석 방법으로 연구를 진행하였다. 비교 대상 국가로는 독일을 선택하여, 독일 정부와 공공기관의 정책연구보고서, 보도자료, 각종 언론 기사와 학술 자료를 근거로 한국형 정책 개발에 유의미해 보이는 내용을 선별 재구성하였다. 독일의 재취업 교육서비스 제도는 중고령 근로자와 기업, 지역 사회의 자발적인 참여와 협력을 통한 지역공동체의 활성화를 이끌어 내고, 창업을 포함한 고용효율성 향상의 측면에서 눈여겨 볼만한 시사점들을 제공해준다. 이에 독일 재취업 교육서비스 제도의 시행 배경과 운영프로그램 및 중고령층의 생애진로 설계를 위한 맞춤형 재취업서비스 사례들을 구체적으로 살펴보았다. 그리고 연구 결과를 바탕으로 50세 이상의 잠재적 구직자들과 지역 사회의 특성을 고려하여 직업 재교육, 창업, 재취업 교육서비스를 더욱 다양화 세분화할 것을 제안하였다. 나아가, 재취업지원서비스의 질적 관리 사후관리 평가체계의 보완 역시 해결해야 할 과제로 제시하였다.

영문 초록

This study attempts to provide implications of reemployment support services for the middleaged and elderly to build a virtuous circle system of their reemployment and the sustainable development of local communities. To accomplish this purpose, policy study reports, press releases, articles, and scientific materials mainly from German resources were analyzed to find good strategies for local communities of Korea. Germany’s reemployment support services and retraining programs provide helpful guidelines and measures such as how to improve vocational competencies of those aged over 50, how to derive engagement of all employees, enterprises, and local communities, and how to increase the effectiveness of employee training as well as the satisfaction of the over 50 aged workers for their life career design. The demographical and socio-economic factors, purposes, contents, and operational methods of German policies and programs highlight possibilities for revitalizing local communities by supporting reemployment of the middle-aged and elderly. Conclusionally, there was suggested to further diversify and subdivide services of vocational retraining, start-up, and reemployment in consideration of the characteristics of each local community and the individual needs of potential job seekers over the age of 50. Furthermore, the improvement of the qualitative management, follow-up management, and evaluation system of employment support services were also presented as tasks to be resolved.
