국문 초록

코로나19의 펜데믹(pandemic)으로 인해 국경을 넘어 생산 소비 주체 간 분업과 협력을 전 세계의 생산 소비체계를 하나로 묶어 놓았던 글로벌 가치사슬의 한계와 약점이 드러났다. 하지만 초기 예상과 달리 아직 코로나 19로 인해 산업 가치사슬과 공급망이 중국에서 대규모로 이탈하는 현상은 발생하지 않고 있다. 제일 먼저 사태가 진정되기 시작한 중국이 오히려 산업 가치사슬과 공급망을 빠르게 회복하면서 글로벌 공급망의 안정화에 기여하는 역설이 발생하고 있다. 중국의 제조업 생산망은 규모만 세계에서 가장 큰 것만이 아니라, 수평적으로나 수직적으로나 가장 다양하고 다층적으로 생산시설이 완비된 제조업 체계를 갖추고 있는 것이 특별한 장점이다. 최근 중국은 완비된 제조업 체계와 가치사슬을 토대로 감염병 사태의 충격을 최소화하며 세계에서 가장 빠른 경제활동 회복력을 보여주고 있다. 이러한 문제의식에서 출발하여 중국을 완전히 배제 또는 최소화하지 않은 상태에서 글로벌 가치사슬이 어떻게 재조정될 것인지를 분석한다. 구체적으로 중국과 탈동조화 및 대체 생산기지 구축, 수요에 근접한 역내 지역 가치사슬 형성, 공급망 단위의 분산화 등의 가능성을 정보통신기술(ICT) 산업 분야를 중심으로 검토 분석한다.

영문 초록

The COVID-19 pandemic revealed the limitations and weaknesses of the global value chain, which has hitherto united global production and consumption systems for labor division and cross-border cooperation between producers and consumers. However, contrary to early expectations, COVID-19 has, thus far, not caused any large-scale departure of the industrial value chain and supply chain from China. China, which saw the first diminishing of the COVID-19 pandemic on the world stage, has been witnessing a quick recovery of the industrial value chain and supply chain and, consequently, contributing toward stabilizing the global supply chain. China holds a special advantage in that its manufacturing production network is the largest in the world; furthermore, it has the most diverse and multi-layered manufacturing system, which is fully equipped with production facilities. Recently, China has been building resilience at the fastest rate with regard to global economic activity by minimizing the impact of infectious diseases based on a complete manufacturing system and value chain. Noting the economic aspects of China’s resilience to COVID-19, this study analyzes how the global value chain could be readjusted without completely excluding or minimizing the role of China. Specifically, it examines and analyzes the possibility of decoupling with China, establishing alternative production bases, forming regional value chains that are closer to end consumers, and decentralizing supply chain units.
