정부 부처 ‘간’ 온종일 돌봄 정책 비교 및 시설 연계 강화 방안

국문 초록

이 연구에서는 정부에서 추진하는 온종일 돌봄 정책을 시설 관점에서 비교· 분석하였다. 연구목적을 위해 관련 법규와 정부 지침을 시설 설치 및 운영, 설치 장소, 서비스 제공공간, 시설안전관리 측면에서 비교 분석하였다. 연구결과, 정부 부처별로 법률과 지침이 서로 다르다는 점, 시설을 설치 운영할 수 있는 공간을특정하고 있는 점, 서비스 제공 면적에 대한 기준이 상이한 점, 시설안전관리 규정은 시설의 성격에 따라 상이하지만 공통적으로 적용하는 법규도 있다는 점, 돌봄 시설 주변 유해환경에 대한규제내용과 방법이 상이한 점 등을 발견하였다. 이와 같은 결과를 토대로 정부 부처 간에 돌봄 서비스 시설 연계 강화방안으로 표준화된 시설설치 및 운영 기준 마련, 서비스 제공공간 기준을 아동 1인당 면적으로 전환, 지방자치단체의책임을 강화하여 모든 시설에 공통적으로 적용할 수 있는 보험제도 신설, 각 부처에서 공통으로적용할 안전매뉴얼 제공 등을 제시하였다.

영문 초록

In this study, the all-day care policy promoted by the government was compared and analyzed from the perspective of facilities. We compared and analyzed related laws and government guidelines in terms of facility installation and operation, installation location, service provision space, and facility safety management. The results of the study showed that the laws and guidelines are different for each government department, the space in which facilities can be installed and operated is specified, the standards for the service area are different, and the facility safety management regulations differ depending on the nature of the facility. It was found that there are laws and regulations that are commonly applicable and that the contents and methods of regulation regarding the hazardous environment around care facilities are different. Based on the research results, standardized facility installation and operation standards were established, service space standards were converted to per-child area, an insurance system that can be commonly applied in all facilities, and safety manuals that can be commonly applied by each department are suggested.
