재가노인복지서비스의 현황 및 발전방향

국문 초록

오늘날 노인 인구의 증가는 세계적인 추세이지만 우리나라는 지난 2017년에 65세 이상 노인 인구가 전체인구 가운데 14.2%를 차지하면서 이미 고령사회로 진입하여 이에 따른 노인부양에 대한 국가와 사회의 인식이 더욱더 필요한 시점이다. 그러나 핵가족화, 맞벌이, 전통적 효에 대한 가치관의 변화 등으로 독립적 생활이 어려운 노인들이 종래에는 시설에 수용되어 보호되는 경우가 많았으나 최근에는 자신이 살던 정든 집에서 안정적으로 보호서비스를 받는 재가노인복지서비스를 선호하는 경향이 증가하고 있다. 따라서 본 연구에서는 2008년 노인 장기요양보험제도 시행으로 보편적 서비스로 확대되고 있는 재가노인복지서비스에 대한 운영 현황을 살펴보고 문제점 및 발전방향을 제시하는데 주안점을 두었다. 운영현황에서는 주로 서비스대상자, 서비스내용, 전달체계, 재정 등을 살펴보았으며, 이에 대한 발전방향으로 전체 노인으로의 서비스대상자의 확대, 서비스내용에서는 요양보호사의 역할, 간호서비스 확대, 프로그램 개발 등, 전달체계에서는 사업의 주체를 지방정부의 주민자치센터로 전환하는 데 중점을 두었고, 재정적 면에서는 중앙정부 지원의 확대와 지방정부의 재정자립능력 강화 및 장기요양보험료의 적정한 인상을 제시하였다.

영문 초록

Today, the increase of the elderly population is a worldly tendency. In our country the elderly population rate, older than 65 years, of all population, was 14.2%, meaning the aged society, in the past 2,017s. So, in the present time, the country and society need the recognition of the elderly care. But, after the values of core family, double income, and fidelity changed, the elderly who had difficulties in independent living were protected in facilities in many cases. Recently, many elderlies prefer in-home services to get stable protection services at their homes where they lived for a long time. This study laid an emphasis on looking into operation status of home care service enforced from July, 2008, according to Act on Long-Term Care Insurance for the Aged and on suggesting problems and development direction. In the status of operation, this study looked into objects of services, contents of services, system of transference, and budgets. As a development direction, this study suggested expansion of the service object into all of the elderlies (except low-income class, by classifying with free services and paid services, the elderly pays services according to income level), and also this study suggested. In service contents, this study suggested the role of care givers, expansion of nursing services, and development of programs. In the system of transference, this study laid an emphasis on changing business subject into community centers of local government, and in the aspect of budget, this study suggested expansion of the support of central government and reinforcement of budget independence ability.
