한국 노인의 빈곤탈출과 빈곤진입 결정요인

국문 초록

본 연구에서는 한국복지패널 2007년 2차년도 조사와 2015년 10차년도 조사에 모두 응답한 65세 노인 중 중위소득 60% 이하인 노인 2,382명을 대상으로 빈곤지위이동(비빈곤유지집단, 빈곤진입집단, 빈곤탈출집단, 빈곤지속집단)의 결정요인과 노인의 신체적 정신적 건강, 경제적 특성, 사회적 건강, 복지서비스 이용간에 관계를 파악하는데 연구의 목적이 있다. 빈곤지위의 이동을 경험한 빈곤탈출집단과 빈곤진입집단에 영향을 미치는 변수에는 어떤 것이 있는가를 분석한 결과 2차년도에 경제활동가족수가 많을수록, 가족관계만족도가 높을수록 빈곤진입집단이 될 가능성이 높고, 노인복지서비스를 많이 이용할수록 빈곤탈출집단이 될 가능성이 높았다. 이와는 달리 10차년도에 경제활동가족수가 많을수록 빈곤탈출집단에 속할 가능성이 높고, 가족수입만족도가 낮을수록 빈곤진입집단에 속할 가능성이 높았다. 따라서 노인가구를 위한 공적소득이전체계의 강화, 노인이 속한 가족을 위한 일자리 마련을 위한 정책적 노력이 필요하다.

영문 초록

The purpose of this study is to determine the determinants of the elderly poverty status movement. For this purpose, this study compiles the data from the second year set data and the 10th year data set from the 2015 Korean Welfare Panel to do the following. 2,382 old people over 65 years old with not more than 60% of middle income level among the 10th year data of Korean Welfare Panel. An analysis of the variables that affect the entry into and escape from the poverty group shows that in the second year, the higher number of family members active in the economy and a higher satisfaction with the family relationship was correlated with the higher likelihood of the household becoming a group that enters poverty. It was also revealed that the higher usage of elderly welfare services was correlated with a higher likelihood of being part of a group that escapes poverty. In contrast, in the 10th year, the higher number of family members active in the economy was correlated with a higher likelihood of the household being part of the group that escapes poverty. Therefore, it is necessary to make policy efforts to strengthen the public income transfer system for elderly households and to provide jobs for the family members of the elderly.
