국문 초록

본 연구는 한국복지패널 2차년도 자료와 10차년도 자료를 결합하여, 현재의 노인집단 중 빈곤과 관련된 3집단, 즉 빈곤집단으로 새롭게 진입한 빈곤진입집단, 빈곤으로부터 벗어난 빈곤탈출집단, 빈곤집단에 지속적으로 남아있는 빈곤지속집단이 8년이라는 시간속에서 어떠한 변화를 겪었는가를 분석함으로써, 노인빈곤정책의 시사점을 찾아보고자 하였다. 그 결과 첫째, 빈곤지위이동을 경험한 3집단 모두 거주지가 변화한 비율이 높았고, 만성질환이 증가했다. 둘째, 빈곤진입집단의 경우 단독세대로의 변화가 뚜렷하고 정신건강과 가족 및 사회적 관계가 악화되었다. 셋째, 빈곤탈출집단은 배우자와 사별 후 성인자녀와 합가를 한 비율이 높고, 주관적 건강상태도 긍정적으로 변화하였다. 넷째, 빈곤지속집단은 배우자와의 사별비율이 높으나 성인자녀와의 합가의 비율은 낮고 만성질환이 상당히 악화되었으며, 가족 수는 줄었으나 가족갈등은 오히려 심각해졌다. 이러한 연구결과에 근거하여 첫째, 노인의 가구주와의 관계 및 정신건강의 측면에서 정책적 제언을 하였다.

영문 초록

In this study, we tried to combine the 2nd year data and the 10th year data of the Korean Welfare Panel in an effort to find out the implications of the poverty policy of the elderly in Korea by analyzing what kind of changes the three 3 poverty-related groups among the present elderly groups, namely the group that is newly entering into poverty, the group that escaped from poverty, and the group that still remains in poverty, have underwent during 8 long years. The results can be summarized as follows: First, in all three groups that experienced poverty status shifts, the rate of change in residence was high and chronic diseases increased. Second, in the case of the group newly entering into poverty, the change to a single-generation household was clear, and mental health and family and social relations deteriorated. Third, in the case of the group that escaped from poverty, the rate of creating a new household with adult children after spousal bereavement was high, and subjective health status also changed positively. Fourth, in the case of the group that still remains in poverty, the rate of spousal bereavement was high but the rate of creating a new household with adult children was low, and chronic disease deteriorated considerably and family conflict became serious even though the number of family members decreased. Based on the results of this study, policy recommendations were made in terms of the relationship of the elderly with the householder and the mental health.
