서울시 영유아 돌봄의 공동육아방 운영의 어려움과 지원방안에 대한 연구

국문 초록

목적 서울시 영유아 돌봄의 한 유형인 공동육아방 운영의 어려움과 지원방안에 대하여 운영요원과 부모 의견을 조사⋅연구함으로써 영유아 돌봄의 정책 제안을 위한 기초자료를 마련하고자 함이다. 방법 연구 대상은 공동육아방 운영요원 10명과 이용자 부모 43명이다. 연구 대상 모두 개방식 설문지에 응답하였고, 연구자는 5개 소의 육아방을 참여 관찰하였다. 운영요원 3명과 심층면담을 하였고 관련 문서자료 등을 조사하였다. 수집된 자료는 Strauss와 Corbin(1998)의 개방코딩(open coding)으로 범주를 구분하여 분석하였다. 결과 첫째, 공동육아방 환경에 대해 운영요원은 분기별 놀잇감 교체와 영유아 발달에 적합하고 양육자의 요구를 반영한 놀잇감으로 환경을 구성하였다. 부모들은 청결하고 따뜻한 놀이환경으로 영유아의 개별적 관심을 존중하고 부모와 함께 놀이하는 편안한 놀이환경으로 인식하였다. 둘째, 공동육아방 운영의 어려움에 대해 운영요원들은 다양한 양육자들의 주장에 대한 요구 충족의 어려움, 규정에 대한 부모의 비협조, 운영요원의 다양한 업무수행으로 인한 한계의 경험이었다. 부모는 공동육아방 육아방 예약에 따른 조건적 이용의 불편함과 접근성의 어려움을 들었다. 셋째, 공동육아방에 대한 요구 및 지원방안에 대하여 운영요원은 전담 인력의 충원이고, 부모는 프로그램의 다양화, 주말 운영시간의 연장, 문화적 행사 참여기회 확대, 평일 예약완화이었다. 결론 공동육아방의 확대, 전담 인력 충원과 운영요원의 전문성 담보 그리고 주말 운영 및 예약제 완화를 정책제안하였다.

영문 초록

Objectives The purpose of this study is to investigate and examine the operation of shared childcare spaces, a form of infant and toddler care in Seoul, with the goal of providing foundational data for proposing childcare policies. Methods The research methodology involved the collection and analysis of data through open-ended surveys, in-depth interviews, observations of childcare spaces, and examination of relevant documents. Results First, as for the environment of the center, the operators changed playing stuff quarterly and proper for the development of the children. Parents perceived the environment as clean and warm, respecting individual attention to children, and considering it a comfortable environment for playing together with their parents. Second, the challenges of the shared childcare center, operators claim that it is difficult to satisfy users’requests. They also claim that parents are not cooperative with keeping the center’s rules and regulations. The operators experienced limitations due to the diverse tasks they performed. Parents emphasize that the easy access to the center and the availability of the center without making reservations are most necessary. The reservation to use the center is very competitive. Third, as the demands and support methods of shared childcare center, the operators advocated for the provision of dedicated personnel. Parents requested program diversification, extension of weekend hours, and expansion of participation in cultural events. Conclusions Considering all these results, the author’s suggestion for the policy of sharing childcare center is that we need to expand rhdehddbrdkqksharing child care and we need to obtain more manpower with specialty and weekend operation and relaxation of reservation system.
