25년간의 조기 영어교육 관점 변화

국문 초록

목적 본 연구에서는 1997년 초등학교 영어 교육과정 도입 시점부터 2022년까지 보수 언론인 조선일보와 진보 언론인 한겨레 신문기사를 분석하여 영어교육 정책 변화에 따른 조기 영어교육(ECEE)의 변화와 방향을 분석하고자 하였다. 방법 이를 위하여 과거의 역사적 자료를 바탕으로 연구를 진행하는 역사적 연구 방법을 활용하였다. ‘유아 영어’라는 용어로 검색하여 조선일보에서 285건, 한겨레신문에서 205건을 가지고 Bӧhm(2004)이 제시한 3단계 코딩 방식인 열린 코딩(open coding), 축 코딩(axial coding), 선별 코딩(selective coding)을 활용하여 분류하였다. 결과 영어교육 정책의 변화가 조기 영어교육에 미치는 직접적인 영향을 보여 주었다. 노무현 정부와 이명박 정부 시기에 조선일보와 한겨레신문 모두에서 조기 영어교육에 관한 신문기사 수가 가장 많았으며, 이는 해당 주제에 대한 논의가 활발했음을 나타냈다. 정치적 전환에도 불구하고 이 시기에는 영어교육이 확대되면서 조기 영어교육에 다양한 방법과 매체가 도입되었다. 그러나 유치원, 어린이집, 초등학교 1학년과 2학년의 방과 후 영어수업이 금지되면서, 박근혜 정부와 문재인 정부가 시행한 영어교육 정상화 정책은 효과가 없는 것으로 판명되었다. 이는 정부 정책이 조기 영어교육 환경에 미치는 영향을 잘 보여 주었다. 결론 이는 보수 언론인 조선일보와 진보 언론인 한겨레신문이 서로 다른 관점을 제시하며 조기 영어교육에 대해 대조적인 관점을 보였다. 이러한 뚜렷한 관점은 해당 분야의 향후 연구를 위한 귀중한 통찰력을 제공할 것이다.

영문 초록

Objectives This study analyzed the changes and direction of early childhood English education (ECEE) according to changes in English education policy by analyzing newspaper articles from the conservative newspaper Chosun Ilbo and the progressive newspaper Hankyoreh from the introduction of English curriculum in 1997 to 2022. Methods For this purpose, the study utilized historical research methods based on historical data. By searching for the term ‘early childhood English education,’ 285 articles from Chosun Ilbo and 205 articles from Hankyoreh were collected. These were then classified using Bӧhm's (2004) three-step coding method: open coding, axial coding, and selective coding. Results The findings reveal a direct impact of changes in English education policies on ECEE. The periods of Noh Moo-hyun and Lee Myung-bak’s governments saw the highest number of newspaper articles on ECEE in both Chosun Ilbo and Hankyoreh, indicating active discussions on the subject. Despite political transitions, this era witnessed the expansion of English education, introducing diverse methods and media for ECEE. However, the English education normalization policies implemented by Park Geun-hye and Moon Jae-in’s administrations proved ineffective due to the prohibition of after-school English classes for kindergartens, daycare centers, and first and second-grade elementary students. This highlights the influence of government policies on the ECEE landscape. Conclusions Chosun Ilbo and Hankyoreh exhibited contrasting viewpoints on ECEE, with the conservative Chosun Ilbo and progressive Hankyoreh presenting divergent perspectives. These distinct viewpoints offer valuable insights for future research in the field.
