2023-2028 유치원과 어린이집 교사 수요 전망

국문 초록

목적 본 연구에서는 2023년부터 2028년까지 유치원과 어린이집 이용 대상 규모를 추계하고 최근 3년 유치원과 어린이집 이용률을 예측하여 최종적으로 유치원과 어린이집 교사 수요 예측을 목적으로 하였다. 방법 2023년부터 2028년까지의 유치원과 어린이집 이용 대상 영유아 수를 추계하고 3항 이동평균법을 적용하여 시도별, 연령별이용률을 예측하였다. 이용 대상 영유아 수와 예측한 이용률을 곱하여 유치원과 어린이집 이용 영유아 수를 산출하였으며 유치원학급 편성 기준과 어린이집 법정 교사 대 아동 비율, 유치원과 어린이집 교사 대 영유아 비율을 2가지 시나리오에 근거하여 유치원과어린이집 교사 수요를 예측하였다. 결과 유치원과 어린이집 교사 수요는 시나리오에 따라 모두 감소하는 것으로 예측되었다. 시나리오 1에 따른 유치원 교사는 2023년부터 2028년까지 6,462명 감소하는 것으로 나타났고 어린이집 교사는 예측 기간 동안 6,503명 감소하는 것으로 예측되었다. 다만, 예측 기간 동안 유치원 교사 수요는 지속적으로 감소하는 것에 비해 어린이집 교사는 2026년을 저점으로 이후 증가하는 결과를보였다. 시나리오 2에 따른 교사 수요 또한 예측 기간 동안에는 감소하였는데 학급 편성 기준과 법정 교사 대 아동 비율을 적용한시나리오 1에 비해서는 2022년 기준의 교사 대 아동 비율을 적용하여 교사 수요 총량은 유치원 교사는 만 명 이상, 어린이집 교사는3만 명 이상 필요한 것으로 예측되었다. 결론 이러한 결과는 유치원과 어린이집의 통합적인 교사 수급 정책 수립, 유보통합 추진을 위한 소요 재정 추계와 재정 배분을 위한기초자료로 활용될 수 있을 것이다.

영문 초록

Objectives The purposes of this study was to forecast demand of kindergarten and childcare center teachers for 5 years from 2023 to 2028. Methods Based on data from kindergarten and childcare center last 3 years, estimating the number of children in 2023-2028 and the rate of enrolled kindergarten and childcare center was predicted by the three term moving average method. The number of enrolled kindergarten and childcare center was calculated by multiplying the number of children and the rate of enrolled kindergarten and childcare center. Demand for kindergarten childcare center teachers was predicted based on two scenarios: Class organization standards in kindergarten and child teacher ratio regulation and child teacher ratio based on 17 cities and provinces as of 2022. Results Demand for kindergarten and childcare center teacher was forecast to decline both scenarios. Acoording to scenario, kindergarten teachers were predicted to decrease by 6,462 and childcare center teacher were expected decrease by 6,503 during the forecast period. However, while the demand for kindergarten teachers continued to decrease during the forecast period, the demand for childcare center teachers bottomed out in 2026 and increased thereafter. Demand for teachers according to Scenario 2 also decreased during the forecast period. Compared to Scenario 1, which applied class organization standards and child teacher ratio regulation, the total teacher demand by applying the child teacher ratio based on the 2022 standard is more than 10,000 kindergarten teachers, more than 30,000 childcare center teachers will be needed. Conclusions These results implicated that the supply and demand policy of kindergarten and childcare center teacher, projecting required finances and distribution would be established for integrating early childhood education and childcare.
