근대계몽기 시가를 통해 본 위생담론과 그 표현방식

국문 초록

본 논문은 근대계몽기 대한매일신보 에 나타난 위생담론을 통해 이 시기 위생의 이미지가 어떠한 식으로 변화되었는지를 알아보고, 그것과 관련된 근대 계몽가사의 표현방식을 살펴보았다. 이것은 근대계몽기 시기 표출된 담론들을 작품에 드러난 표현방식을 통해 알아보고자 한 것이다. 본고에서는 기존의 선행연구를 수용하면서도 미시적인 관점에서 작품내부에 시선을 돌리고자 했다. 기본적으로 초기 위생사업은 조선정부 주도로 나라를 부강하게 만들기 위한 방편으로 작용하였다. 개화파 지식인들은 언론매체나 국가적 지원을 바탕으로 근대적 국가 건설을 위한 목표로 위생을 가장 중요한 요소로 뽑았다. 이것은 건강한 신체를 바탕으로 인구증대와 더불어 국력을 강화시킬 수 있다는 믿음에서 출발하였다. 하지만 일제의 통감부 설치이후 그러한 순수한 의도의 위생사업은 변질되었다. 위생사업은 위생경찰을 동원하여 강압적이고 폭력적인 수준에서 이루어졌고, 대한매일신보 에서 나타나듯 청결비나 치도비를 명목으로 국민들의 돈을 착취하고국민들을 통제하기 위한 수단으로 전락하고 말았다. 이러한 상황에서 대한매일신보 는 청결에 대한 문제의식을 가지면서도 일제의 강압적 행태를 적나라하게 드러내었다. 특히 위생담론을 활용해서 일제의 식민지적 통치를 신랄하게 비판하였다. 또한 서구의학이 제대로 보급되지 않은 상황에서 실시한 일제의 안일한 대처를 풍자하였다. 그리고 원인을 알 수 없는 괴질에 대한 공포와 그러한 병 치료를 위해 잘못 시행된 의료기술은 질병에 대한 인식을 더욱 악화시켰다고 주장했다. 그로 인해 질병은단순히 치료의 대상이기에 앞서 공포의 대상으로 국민의 머리에 각인되었다. 그리고 이렇게 날조된 은유로서의 질병은 일제의 강제성을 정당화시키는 도구로 작용하였다. 아울러 근대계몽기에 접어들면서 개인의 신체는 집단적 신체로 국가를 구성하는 유기체로 작동되었다. 위생이라는 명분 아래 신체의 집단화는 식민통치의 원활함을 목적으로 다방면에서 통제되었다. 그러한 통제는 곧 일상화되어 식민권력의 한 형태로 진화하였다. 이러한 사태를 진단한 대한매일신보 편집진들은 실력을 양성하면 국권회복이 가능하다고 보고, 국민 모두 힘을 합쳐 애국계몽운동을 하고자 했다. 하지만 이것은 일제가 조선인들을 좀 더쉽게 통제하고 관리하기 위한 수단으로 전락하였다.

영문 초록

This paper examines how the image of hygiene changed during this period through thesanitary discourse in the Modern Enlightenment period, and examines the expression of modernenlightenment lyrics related to it. This is to examine the discourse expressed during the modernenlightenment period through the expression expressed in the work. While accepting existingprior studies, this school wanted to turn its attention to the inside of the work from a microscopicperspective. Basically, the early hygiene project was a way to boost the country under the leadership ofthe Joseon government. The enlightened intellectuals chose hygiene as the most important factorfor the goal of building a modern state based on media or national support. It started with thebelief that a healthy body could strengthen national power along with population growth. However, after the establishment of the Japanese government s Ministry of General Affairs, suchpure-intentioned sanitary projects were deteriorated. Hygiene was carried out at a coercive andviolent level by mobilizing sanitary police, and as shown in the “Korea Daily News” it became ameans of exploiting people’s money and controlling the people in the name of cleanliness anddental expenses. It also encouraged metaphorical fantasies about disease to cause psychological fear. Thedisease is an infectious disease and subject to compulsory healing. With Western medicine notproperly distributed, the government’s complacent response led to satire in the work. And fearsof mysterious mysterious disease and the government s poor medical technology implemented totreat such diseases have exacerbated awareness of the disease. As a result, the disease wasimprinted on the heads of the people as a fear object before it was simply treated. In addition, In the modern enlightenment period, the individual’s body was operated as acollective body as an organism that made up the state. The collectiveization of the body underthe pretext of hygiene was controlled in many ways for the purpose of facilitating colonial rule. Such control soon became commonplace and evolved into a form of colonial power. The editorsof the Korea Maeil Shinbo, who diagnosed the situation, believed that it would be possible torestore national sovereignty if they developed their skills, and tried to join forces to promote the enlightenment of patriotism. However, this became a means for the Japanese to control andmanage the Joseon people more easily.
