시진핑 시기 정치개혁과 정치적 변화의 성격과 전망

국문 초록

이 연구에서는 시진핑(習近平) 시기 중국에서 진행된 정치개혁과 정치적 변화에 대해 다루고자 한다. 시진핑은집권 이후 정치제도화와 법치, 그리고 권력 집중에 초점을 둔 제한된 정치개혁을 추진하며 전임 지도부와 차별되는몇 가지 중요한 정치적 변화를 꾀하고 있다. 그 내용을 첫째, 개인 권력의 강화; 둘째, 당 중앙 중심의 거버넌스제도의 구축; 셋째, ‘의법치국’과 사회주의 법치 국가 건설; 넷째, ‘중국식 민주’ 제도의 건립 등으로 크게 네 부분으로 나누어 분석하고자 한다. 이 연구를 통해 다가올 2022년 제20차 당 대회를 앞두고 중국공산당의 통치 능력과 정권 합법성, 그리고 연임이 예상되는 시진핑 정권의 체제 안정성 등을 예측해 보고자 한다. 신권위주의 2.0 혹은 경성(강성) 권위주의 체제로 규정할 수 있는 시진핑 정부는 강화된 개인 권력과 당 중앙중심의 영도체제를 바탕으로 3연임에 성공할 것으로 예측된다. 그러나 마오쩌둥이나 덩샤오핑과 같은 카리스마적지도자가 아닌 시진핑의 미래 권력은 당 정 군에 대한 장악 능력과 당의 원로와 다른 파벌, 대중의 지지 여부,그리고 미 중 갈등과 대립의 과정에서 그가 중국의 위상을 얼마나 끌어올릴 수 있는지 등에 의해 좌우될 수 있다. 시진핑의 업무 수행 능력과 성과가 그의 권력을 지탱하는 주요한 힘이 될 것이다.

영문 초록

This research aims to deal with political reforms and political changes in China during the XiJinping period. Xi Jinping is pursuing limited political reform, focusing on political institutionalization,constitutionalism, and concentration of power, and is seeking several important political changesthat differentiate him from his predecessor s leadership. First, strengthening individual power; Second, establishing a centralized governance system; Third,establishing a ‘constitutionalism’ and a socialist constitutional state; and Fourth, the establishment of a‘Chinese-style democracy’ system. Through this study, we hope to predict the ruling ability of theChinese Communist Party, the legitimacy of the regime, and the stability of the Xi Jinping regime,which is expected to serve a second term, ahead of the upcoming 20th National Congress in 2022. The Xi Jinping administration, which can be defined as a Neo-Authoritarian 2.0 or Rigid Authoritariansystem, is expected to succeed in its third consecutive term based on strengthened personal powerand a central party-centered leadership system. However, Xi Jinping’s future power, who is not acharismatic leader such as Mao Zedong or Deng Xiaoping, can be influenced by his ability tocontrol the Communist party, the government, and the military, and the support of the party selders and other factions, and how much China can boost its status in conflict and confrontationwith the United States. In the end, Xi Jinping s ability to perform his duties and His achievementswill be a major force to support his Authority.
