국문 초록

목적 이 연구는 표본의 소득변화 효과를 제거한 사교육비 시계열로부터 학교급별⋅과목별 사교육비의 변동양상을 분석하는 것을 목적으로 한다.방법 2007년부터 2019년까지의 통계청 초⋅중⋅고 사교육비조사 자료가 이중차분법에 의해서 분석되었다.결과 연구결과는 2010년대 초반의 사교육비 감소기간 동안 초⋅중⋅고 모든 학교급의 국어, ‘사회 과학’, ‘제2외국어 등’ 과목의 사교육비 감소가 전체 사교육비의 감소를 초래한 것으로 나타났다. 또 2016년 이후 사교육비 증가기간 동안에는 초⋅중⋅고 모든 학교급의 체육과 ‘취미 교양’ 사교육비 증가, 초등학교 ‘제2외국어 등’의 사교육비 증가, 일반계고등학교 ‘입시 컨설팅’ 사교육비 증가가 전체 사교육비의 증가를 야기하였다. 예체능 사교육비는 모든 학교급에서 증가하였고, 일반교과 사교육비는 중학교와 일반계고등학교에서만 증가하였다.결론 각 학교급과 과목별 소득효과 제거 사교육비의 변동양상을 분석한 이 연구는 일반적인 인식과 달리 학교급별로 일부 교과에서는 사교육비 감소경향이 뚜렷하다는 것을 확인하고, 시기별로 우리나라 전체 사교육비의 변동을 유발한 학교급별 교과목을 식별하였다는 점에서 의의를 갖는다. 과목별 사교육비 변동양상을 고려한 정책적 대응의 필요성이 지적되었다.

영문 초록

Objectives The purpose of this study is to analyze the fluctuation of private tutoring expenditures by school level and subject. Methods The analysis of the difference in difference(DID) method was applied to the survey of private tutoring expenditure data of Korean Statistics Office from 2007 to 2019. Results The decrease of private tutoring expenditure in the subject of Korean, ‘Social Science and Science’, and ‘second language’ in the early 2010s led to the decrease of private tutoring expenditure. The increase in the subject of physical education and hobby for elementary, middle and high school, the increase of ‘second languages’ for elementary schools, and the increase in the ‘college admission consulting’ for general high schools caused the increase of private tutoring expenditure since 2016. The private education expenditure in the subject of art and physical training increased at all school levels, but the private tutoring expenditure in the general subjects increased only in middle school and general high school. Conclusions This study clarifies the causes of fluctuations in private tutoring expenditures with the analysis of the patterns of changes in private tutoring expenditures for each school level and subject. It was suggested that the policies should consider the private tutoring expenditure change by school level and subject.
