일반고 직업교육 학습경로의 유연성 제고 방안

국문 초록

본 연구는 우리나라 일반고 직업교육훈련이 대학진학보다는 취업에 관심 있는 학생들의 대안적인 학습경로로 여기던 소극적 개념에서 벗어나 학생들의 진로 탐색과 준비를 돕는 중요한 학습경로로 인식하고, 고교학점제 추진과 함께 학생들이 체계적으로 직업과정 프로그램을 선택하고, 이수할 수 있도록, 일반고 직업교육훈련의 학습경로 유연성 제고 방안을 모색하는데 목적을 두고 있다. 이를 위하여 고교단계 직업교육훈련과 학습경로 유연성의 의미를 분석하고, 해외 주요국의 고교단계 직업교육훈련과 학습경로 유연성을 비교·분석하여, 현행 우리나라 고교단계 직업교육훈련의 개선점을 도출하였고, 이를 토대로 일반고 직업교육훈련 학습경로 유연성 제고를 위한 정책방안을 도출하였다. 첫째, 일반고 직업교육훈련 학습경로의 유연성을 위해서는 학생들에게 다양한 학습기회의 부여와 특정한 자격으로 연동되는 다양한 학습경험을 제공해야 한다. 둘째, 학생들이 다양한 학습기회 속에서 자신의 흥미와 자질에 부합되는 학습경로를 설계할 수 있도록 진로지도와 상담의 역할이 강화되어야 한다. 셋째, 지역사회, 유관기관, 산업체 등과의 긴밀한 파트너십을 구축해야 한다. 넷째, 유연한 직업교육훈련 학습경로는 학생선발, 교육과정, 진로 등에 이르기까지 다양한 형태로 표출되어야 한다. 다섯째, 일반고-직업계고 간의 수평적 이동이 확대되어야 한다.

영문 초록

The purpose of this study is to recognize vocational education and training in general high schools as an important learning path to help students explore and prepare for their careers, to promote the high school credit system, and to find ways to enhance flexibility in vocational education and training in general high schools so that students can systematically select and complete vocational programs. To this end, the government analyzed the meaning of vocational education training at the high school level and flexibility of learning paths, compared and analyzed the flexibility of vocational education and training at the high school level in major foreign countries, and drew up policy measures to enhance flexibility of vocational education and training courses at general high schools. First, for flexibility in the vocational education and training learning path of general high schools, students should be given various learning opportunities and various learning experiences linked to specific qualifications. Second, the role of career guidance and counseling should be strengthened so that students can design learning paths that match their interests and qualities in various learning opportunities. Third, close partnerships with communities, related agencies, industries, etc. should be established. Fourth, flexible vocational education and training learning paths should be expressed in various forms, ranging from student selection to curriculum to career paths. Fifth, horizontal movement between general high schools and vocational high schools should be expanded.
